In Spain, at this week's world sailing conference conference in Madrid, Ireland will propose that the International Sailing Federation (ISAF) should designate a percentage of it's annual budget to develop the sport in third world countries. 44 per cent of nations do not participate at the Olympic sailing regatta and the Irish proposal is to encourage an expansion of the world's 120 sailing nations. ISAF's current annual budget is one 1.3 million euro.
