#SEAFOOD AWARD – Sponsors of the Seafood Exporter Award Bord Bia have awarded Donegal based Errigal Seafoods at the Irish Exporter Association's (IEA) Industry Export Awards.

The award recognises companies in the seafood sector that have made significant progress in securing and building export markets for Irish seafood.

Other nominees for this category came from Burren Smokehouse Ltd., Lisdoonvarna, Co. Clare and the Irish Seafood Producers Group located in Connemara, Co. Galway.

#RESCUE - RTÉ News reports that two fishermen have been rescued from a burning trawler off the Waterford coast this morning.

The two men abandoned ship to a liferaft when a fire started on board the herring boat Kingfisher some 10km off Dunmore East around 7.30am.

They were picked up by a passing fishing vessel shortly after while the Dunmore East RNLI lifeboat and the Irish Coast Guard's helicopter Rescue 117 attended the scene.

As of 11am this morning attempts to put out the fire on the Kingfisher have been unsuccessful.

#GALWAY FISH FARM - The board of Inland Fisheries Ireland (IFI) has issued a statement on the proposed Aran Islands deep sea salmon farm in Galway Bay, which has been the source of some controversy in recent weeks.

The board said it agrees with the recent statement by Minister Fergus O’Dowd on offshore salmon farming, and that it welcomes the development of Ireland’s aquaculture sector "once any development complies with Ireland’s obligations under relevant EU environmental legislation, particularly the Habitats Directive, and does not adversely affect salmon and sea trout stocks."

In addition, the IFI board said it has made a submission on the Environmental Impact Statement (EIS) prepared by Bord Iascaigh Mhara (BIM) for the proposed offshore salmon farm as part of the public consultation process, which is available on the IFI website.

As previously reported on Afloat.ie, the public consultation period began last month for the 500-hectare organic fish farm to be located off Inis Oirr. BIM has applied for a deep sea salmon farming licence at the site, which would be one of the largest of its kind in Europe. If approved, the operation could more than double Ireland's current farmed salmon production rate.

The IFI board's statement notes: "In the submission, concerns were raised in relation to the location and scale of the proposed salmon farm and how its development and operation could impact on wild salmon and sea trout stocks and their habitat.

"These concerns are based on scientific reports by respected authors and knowledge of the impact of existing fish farms on salmon and sea trout populations off the west coast of Ireland."

The submission also highlights "recent peer reviewed international scientific literature on the impacts of sea lice on salmonids" which poses a significant threat to wild salmon in Irish waters, as reported on Afloat.ie.

The board said it does not believe "that the corpus of peer reviewed international scientific literature which recognises the negative impacts of sea lice on salmonids have been adequately dealt with in the EIS".

While welcoming "any sustainable initiative which will provide jobs in rural coastal communities", the IFI board said it questions the figure of 500 jobs it's been reported the 15,000-tonne fish farm project would create, making comparison to a new 2,000-tonne aquaculture scheme in Scotland that's expected to create just four full-time positions.

The board members say they "have serious concerns that whatever the number of jobs created by the current proposal, they will be more than offset by the associated loss of jobs in the recreational angling and tourism sectors" if the scheme results in any negative effects on those areas.

"Ireland's reputation as a pristine wild fishery destination must be safeguarded," they added, noting that proposals for two further offshore salmon farms in Mayo and Donegal "are premature given that significant issues over the current proposal have not yet been resolved.

"No further applications should be progressed until all stakeholders are satisfied that the current proposal is sustainable and has no adverse impact on wild salmon and sea trout stocks."

Inland Fisheries Ireland is the State agency charged with the conservation, protection, development management and promotion of Ireland's inland fisheries and sea angling resource.

#INLAND WATERS - The European eel population is highly endangered and conservation of this species is a priority for Minister Fergus O’Dowd, who recently visited one of the ESB Trap and Transport sites in Athlone, Co Westmeath.

The minister saw first-hand the silver eel operation that involves the capture of the fish at strategic locations upstream in the Shannon catchment and their subsequent release downstream of Parteen Weir in order to aid their passage and bypass the hydropower generating facility.

Minister O’Dowd assisted the fishermen, Brian and Brendan Connell, in the weighing of the silver eels and loading them into an oxygenated tank for transportation by the ESB to Parteen.

“Eels are protected under EU directive,” said the minister. “I am satisfied that Ireland is addressing its obligations under the directive by ensuring the safe passage of eels past Parteen Weir as they travel onward to the Sargasso Sea to spawn.  

"I value highly the work done by ESB on the Trap and Transport initiative and the co-operation with IFI (Inland Fisheries Ireland). I saw at first hand how ESB, as a major commercial State company, continues to take very seriously its responsibilities in this area.”

The National and River Basin District Eel Management Plans specify actions that include closure of eel fisheries and markets, mitigation of adverse effects of hydropower generation facilities, improvement of water quality and bio-security issues.

The overall objective is to increase the biomass of spawning eel leaving Irish waters as the stock has depleted to a dangerous level.

Inland Fisheries Ireland monitors this ESB-sponsored operation throughout its duration, checking weigh and condition of the fish.

#MCIB - Bilge alarms in compartments below the water line have been recommended for fishing vessels in the official report into the sinking of the FV Amy Jane off Donegal last year.

As previously reported on Afloat.ie, the six-man crew of the crabber were rescued by coastguard helicopter some 13 miles off Malin Head on the morning of 7 October 2011 after the boat began taking on water overnight.

The vessel had left Greencastle Harbour in the early hours headed out to haul pots from the crab grounds off Malin Head when the crew discovered that the boat was down by the head. The pot store was found to be full of water, and attempts to pump it out made little difference.

The alarm was raised via radio with Malin Head Coast Guard before 9am and Irish Coast Guard helicopter Rescue 118 was tasked to the scene, lifting all six crew from the stricken vessel by 10.30am.

The report by the Marine Casualty Investigation Board (MCIB) found that corrosion within the Vivier tank system - used to preserve the boat's catch - was the likely source of the breach that led to the vessel taking on water.

Though an unusual thump or bump was noticed by the skipper on watch around 3am, nothing obvious was discovered, and neither the listing at the boat's head nor the flooding of the pot store - which had no bilge alarm - were noticed till after sunrise.

Aside from recommending the installation of bilge alarms for all compartments below the water line on fishing vessels, the report also called for consideration to include survey guidelines for Vivier systems, which are exposed to the same environment as the hull.

#MCIB - The Marine Casualty Investigation Board (MCIB) has recommended the use of man overboard recovery systems on board fishing vessels after the death of a crewman on the MFV Mark Amay II off Achill Island last year.

Cathal McDaid drowned after being carried overboard from the four-man fishing trawler when he stumbled on the boat's launching net while crossing the deck on the morning of 10 May 2011.

The MCIB report found that McDaid apparently lost his safety helmet and hit his head either on the stern ramp as he was being carried over, or against the hull of the vessel while in the water, possibly rendering him unconscious - which explains why efforts by the crew to throw him a lifebelt proved fruitless.

The situation was compounded by McDaid's choice of personal flotation device. Though he was wearing a PFD on deck, as were all crew members, it was of the waistcoat kind without a collar "that will not turn the wearer onto his back and keep his head out of the water".

Had he been wearing such a collar, it would have "significantly reduced the likelihood of his drowning".

Conditions at the time of the incident were also very poor, with force 5 to 6 south-easterly winds and seas of up to 5 metres, with the vessel pitching severely, which made it impossible for the crew to put a wire line around McDaid and hoist him aboard.

He was instead pulled into the vessel's liferaft, where fellow crew Charles McDaid and Joáo da Silva alternately administered CPR to little avail.

The crew contacted Malin Head Coast Guard, which tasked the Sligo-based Rescue 118 helicopter to the scene, some 52 nautical miles west of Achill Beg.

The Irish Coast Guard aircraft arrived some 90 minutes later and winched Cathal McDaid aboard, flying him directly to a waiting ambulance at Sligo Airport, where he was pronounced dead on arrival.

In its official report into the incident, the MCIB noted that McDaid had been standing on the deck against the established safety rule for the vessel's crew that no standing on the trawl deck is permitted when the net is being shot.

It also found that had his safety helmet been properly secured, it may have prevented the blow to the head from rendering him unconscious, and that had be been equipped with a safety harness it may have stopped him from being dragged overboard by the net when he fell on deck.

The most significant conclusion, however, was that no formal arrangement was in place on the Mark Amay II to recover a crewman from the water.

To this end, the MCIB recommends that "a proprietary type of man overboard recovery system, such as the Jonbuoy MOB Recovery Module or similar be available on board and that all crew are trained in its use". It is also recommended that the Minister for Transport consider issuing a marine notice to that effect.

#FISHING - Marine scientists working in the Celtic Sea have discovered a natural refuge for the critically endangered flapper skate.  

Many elasmobranchs (sharks, rays and skates) are highly vulnerable to over-fishing, but a new paper in the open access journal PLOS ONE shows that small areas of the seabed that experience below-average fishing intensity can sustain greater populations of these species.  

The study reveals that one remarkable area in the northeastern Celtic Sea - where uneven seabed makes trawling difficult - supports at least ten species of elasmobranch, including the rare blue skate (Dipturus flossada) and related flapper skate (Dipturus intermedia).

Dipturus was previously considered to represent a single species (D. batis), but made the news in 2009 when a case of misidentification was revealed.

Both species are now listed as critically endangered but populations of the flapper skate, which can grow up to 2.5 metres in length, are considered to be under greatest threat from extinction.

European Union regulations mandate that fishermen throw back any flapper skate but its slow growth and reproduction mean that even very low levels of fishing mortality are now unsustainable for this species.  

Scientists from Queen’s University Belfast, Bangor University and the Marine Institute carried out the study. Lead researcher Dr Samuel Shephard suggests that “the discovery of a Celtic Sea stronghold for flapper skate provides a remarkable opportunity to help save a species on the verge of extinction”.

Professor Michel Kaiser, chair in marine conservation at Bangor University, added: “Some have previously argued that areas of little interest to the fishing industry are not worthy of conservation, however this study clearly overturns that perception and highlights just how important some of these areas are."
 
Importantly, the fishing industry has reacted positively to the ‘win-win’ situation that an area of little commercial interest has potential as an important marine reserve.

Professor Dave Reid of the Marine Institute presented the information to industry leaders, and this has led to the inclusion of the area in proposed management plans for elasmobranchs in the Irish and Celtic Seas.

Eibhlín O’Sullivan, CEO of the Irish South & West Fishermen’s Organisation, responded that the Irish fishing industry "has been working with the Marine Institute for the past 18 months on developing a management plan for skates and rays. This new research adds valuable information for the identification of potential seasonally closed areas."

Prof Reid noted that “this is a great model for collaboration on conservation between the fishing industry and scientists”.  

The research leading to these results has received funding from the European Community's Seventh Framework Programme (FP7/2007-2013).

#fishing – Sean Kelly MEP (Ireland South) has raised 'serious concerns' about the fishing practices of a number of vessels understood to be under the control of Dutch companies off the South West coast of Ireland.

"Serious concerns have been brought to my attention regarding the practices of some Dutch-owned fishing vessels of the South West coast. There are allegations of dumping at sea by these vessels which are only declaring what they land at port and not what is actually caught, which is illegal," Sean Kelly MEP said in Brussels today.

Mr Kelly understands that around 25-40 Dutch factory ships operate off Ireland and are owned or controlled by Dutch companies but not necessarily registered under the Dutch flag.

"I will be looking into these concerns immediately with a view to raising the issue at an EU level.  If these concerns are proven correct, then quick, firm action must be taken. We have to protect our valuable marine resources and protect the livelihood of Irish fishermen, who are being driven out of business by this illegal practice.

"Furthermore, we may need to look at the use of 'mincers' on board such vessels which enables the 'high grading' or picking out the smaller sized less valuable fish, mincing them and dumping them back into the sea. A practice existed before whereby such factory ships used to just dump the small fish without declaring them and Irish vessels would end up trawling these dead fish. The only difference between this and the new practice is that the dead fish are minced up so Irish vessels no longer pick up the dead fish.

"It would be impossible to constantly monitor fishing ships off Ireland but fishing regulations are useless if not enforced," Mr Kelly concluded.

#MARINE NOTICE - The latest Marine Notice from the Department of Transport, Tourism & Sport (DTTAS) reminds all fishing vessel owners, agents, skippers and crew to service their launching and release gear for survival craft on their vessels.

Marine Notice No 60 of 2012 points to the amendments to Chapter III of the SOLAS Convention as outlined in Marine Notice No 37 of 2009 regarding "the operational readiness, maintenance and inspections of launching appliances and on-load release gear for survival craft and rescue boats on board vessels.

"The safety and operational readiness of such equipment fitted on-board fishing vessels is of critical importance and the Department wishes to advise that surveyors from the Marine Survey Office will verify that the requirements for servicing... have been followed as appropriate, during the safety surveys of fishing vessels."

#FISHING - Marine Minister Simon Coveney has been accused of "hypocrisy" by supporting subsidies for modernising Europe's fishing fleets despite his previous opposition to overfishing.

The Sunday Times reports that Minister Coveney signalled his backing for new subsidies that would allow European fishermen to modernise their trawlers at a meeting to discuss reform of the Common Fisheries Policy recently.

However, environmental groups argue that such subsidies would be used by bigger fishing countries like France and Spain to exploit already dwindling fish stocks in Irish waters.

"Coveney and his advisers made a number of strategic mistakes in supporting the continued payments of subsidies to Europe's fishermen," said Markus Knigge, a consultant with environmental lobby group Ocean 2012.

"The Spanish are the main beneficiaries and they will use part of this money to improve their fleet, which will enter Irish waters and catch even more fish and deplete Irish stocks. Ireland really voted to allow Spain to overfish its waters."

Knigge said Minister Coveney's position on the matter was a U-turn on his previous commitment to end the practice of discarding fish at sea.

An agreement reached by Europe's fisheries ministers this summer was criticised as "vague" by environmental groups and 'fish fight' campaigners.

Meanwhile, Ebbie Sheehan of the Irish Fishermen's Organisation said that what Irish fishermen really needed was not subsidies but permission to land the fish they catch, instead of being forced to discard fish when they go over quota.

Ireland's Offshore Renewable Energy

Because of Ireland's location at the Atlantic edge of the EU, it has more offshore energy potential than most other countries in Europe. The conditions are suitable for the development of the full range of current offshore renewable energy technologies.

Offshore renewable energy draws on the natural energy provided by wind, wave and tide to convert it into electricity for industry and domestic consumption.

Offshore wind is the most advanced technology, using fixed wind turbines in coastal areas, while floating wind is a developing technology more suited to deeper water. In 2018, offshore wind provided a tiny fraction of global electricity supply, but it is set to expand strongly in the coming decades into a USD 1 trillion business, according to the International Energy Agency (IEA). It says that turbines are growing in size and in power capacity, which in turn is "delivering major performance and cost improvements for offshore wind farms".

The global offshore wind market grew nearly 30% per year between 2010 and 2018, according to the IEA, due to rapid technology improvements, It calculated that about 150 new offshore wind projects are in active development around the world. Europe in particular has fostered the technology's development, led by Britain, Germany and Denmark, but China added more capacity than any other country in 2018.

A report for the Irish Wind Energy Assocation (IWEA) by the Carbon Trust – a British government-backed limited company established to accelerate Britain's move to a low carbon economy - says there are currently 14 fixed-bottom wind energy projects, four floating wind projects and one project that has yet to choose a technology at some stage of development in Irish waters. Some of these projects are aiming to build before 2030 to contribute to the 5GW target set by the Irish government, and others are expected to build after 2030. These projects have to secure planning permission, obtain a grid connection and also be successful in a competitive auction in the Renewable Electricity Support Scheme (RESS).

The electricity generated by each turbine is collected by an offshore electricity substation located within the wind farm. Seabed cables connect the offshore substation to an onshore substation on the coast. These cables transport the electricity to land from where it will be used to power homes, farms and businesses around Ireland. The offshore developer works with EirGrid, which operates the national grid, to identify how best to do this and where exactly on the grid the project should connect.

The new Marine Planning and Development Management Bill will create a new streamlined system for planning permission for activity or infrastructure in Irish waters or on the seabed, including offshore wind farms. It is due to be published before the end of 2020 and enacted in 2021.

There are a number of companies aiming to develop offshore wind energy off the Irish coast and some of the larger ones would be ESB, SSE Renewables, Energia, Statkraft and RWE.

Is there scope for community involvement in offshore wind? The IWEA says that from the early stages of a project, the wind farm developer "should be engaging with the local community to inform them about the project, answer their questions and listen to their concerns". It says this provides the community with "the opportunity to work with the developer to help shape the final layout and design of the project". Listening to fishing industry concerns, and how fishermen may be affected by survey works, construction and eventual operation of a project is "of particular concern to developers", the IWEA says. It says there will also be a community benefit fund put in place for each project. It says the final details of this will be addressed in the design of the RESS (see below) for offshore wind but it has the potential to be "tens of millions of euro over the 15 years of the RESS contract". The Government is also considering the possibility that communities will be enabled to invest in offshore wind farms though there is "no clarity yet on how this would work", the IWEA says.

Based on current plans, it would amount to around 12 GW of offshore wind energy. However, the IWEA points out that is unlikely that all of the projects planned will be completed. The industry says there is even more significant potential for floating offshore wind off Ireland's west coast and the Programme for Government contains a commitment to develop a long-term plan for at least 30 GW of floating offshore wind in our deeper waters.

There are many different models of turbines. The larger a turbine, the more efficient it is in producing electricity at a good price. In choosing a turbine model the developer will be conscious of this ,but also has to be aware the impact of the turbine on the environment, marine life, biodiversity and visual impact. As a broad rule an offshore wind turbine will have a tip-height of between 165m and 215m tall. However, turbine technology is evolving at a rapid rate with larger more efficient turbines anticipated on the market in the coming years.

 

The Renewable Electricity Support Scheme is designed to support the development of renewable energy projects in Ireland. Under the scheme wind farms and solar farms compete against each other in an auction with the projects which offer power at the lowest price awarded contracts. These contracts provide them with a guaranteed price for their power for 15 years. If they obtain a better price for their electricity on the wholesale market they must return the difference to the consumer.

Yes. The first auction for offshore renewable energy projects is expected to take place in late 2021.

Cost is one difference, and technology is another. Floating wind farm technology is relatively new, but allows use of deeper water. Ireland's 50-metre contour line is the limit for traditional bottom-fixed wind farms, and it is also very close to population centres, which makes visibility of large turbines an issue - hence the attraction of floating structures Do offshore wind farms pose a navigational hazard to shipping? Inshore fishermen do have valid concerns. One of the first steps in identifying a site as a potential location for an offshore wind farm is to identify and assess the level of existing marine activity in the area and this particularly includes shipping. The National Marine Planning Framework aims to create, for the first time, a plan to balance the various kinds of offshore activity with the protection of the Irish marine environment. This is expected to be published before the end of 2020, and will set out clearly where is suitable for offshore renewable energy development and where it is not - due, for example, to shipping movements and safe navigation.

YEnvironmental organisations are concerned about the impact of turbines on bird populations, particularly migrating birds. A Danish scientific study published in 2019 found evidence that larger birds were tending to avoid turbine blades, but said it didn't have sufficient evidence for smaller birds – and cautioned that the cumulative effect of farms could still have an impact on bird movements. A full environmental impact assessment has to be carried out before a developer can apply for planning permission to develop an offshore wind farm. This would include desk-based studies as well as extensive surveys of the population and movements of birds and marine mammals, as well as fish and seabed habitats. If a potential environmental impact is identified the developer must, as part of the planning application, show how the project will be designed in such a way as to avoid the impact or to mitigate against it.

A typical 500 MW offshore wind farm would require an operations and maintenance base which would be on the nearby coast. Such a project would generally create between 80-100 fulltime jobs, according to the IWEA. There would also be a substantial increase to in-direct employment and associated socio-economic benefit to the surrounding area where the operation and maintenance hub is located.

The recent Carbon Trust report for the IWEA, entitled Harnessing our potential, identified significant skills shortages for offshore wind in Ireland across the areas of engineering financial services and logistics. The IWEA says that as Ireland is a relatively new entrant to the offshore wind market, there are "opportunities to develop and implement strategies to address the skills shortages for delivering offshore wind and for Ireland to be a net exporter of human capital and skills to the highly competitive global offshore wind supply chain". Offshore wind requires a diverse workforce with jobs in both transferable (for example from the oil and gas sector) and specialist disciplines across apprenticeships and higher education. IWEA have a training network called the Green Tech Skillnet that facilitates training and networking opportunities in the renewable energy sector.

It is expected that developing the 3.5 GW of offshore wind energy identified in the Government's Climate Action Plan would create around 2,500 jobs in construction and development and around 700 permanent operations and maintenance jobs. The Programme for Government published in 2020 has an enhanced target of 5 GW of offshore wind which would create even more employment. The industry says that in the initial stages, the development of offshore wind energy would create employment in conducting environmental surveys, community engagement and development applications for planning. As a site moves to construction, people with backgrounds in various types of engineering, marine construction and marine transport would be recruited. Once the site is up and running , a project requires a team of turbine technicians, engineers and administrators to ensure the wind farm is fully and properly maintained, as well as crew for the crew transfer vessels transporting workers from shore to the turbines.

The IEA says that today's offshore wind market "doesn't even come close to tapping the full potential – with high-quality resources available in most major markets". It estimates that offshore wind has the potential to generate more than 420 000 Terawatt hours per year (TWh/yr) worldwide – as in more than 18 times the current global electricity demand. One Terawatt is 114 megawatts, and to put it in context, Scotland it has a population a little over 5 million and requires 25 TWh/yr of electrical energy.

Not as advanced as wind, with anchoring a big challenge – given that the most effective wave energy has to be in the most energetic locations, such as the Irish west coast. Britain, Ireland and Portugal are regarded as most advanced in developing wave energy technology. The prize is significant, the industry says, as there are forecasts that varying between 4000TWh/yr to 29500TWh/yr. Europe consumes around 3000TWh/year.

The industry has two main umbrella organisations – the Irish Wind Energy Association, which represents both onshore and offshore wind, and the Marine Renewables Industry Association, which focuses on all types of renewable in the marine environment.
