#GALWAY HARBOUR - Galway Harbour management are looking forward to the prospect of Chinese investment in the port's redevelopment plans, the Galway Independent reports.

“Chinese investors clearly recognise not only the massive potential of ocean tourism, but also the specific potential for Galway as a destination port for cruise liners," said Fine Gael TD Brian Walsh, referring to discussions between the Government and Chinese officials in Beijing last week.

As previously reported on Afloat.ie, Galway Bay can expect to welcome at least nine cruise visits thus year, with the first scheduled to arrive late next month.

Walsh added: "Galway is an incredibly attractive city, and if we can make it accessible to the major players in the cruise-line market, the impact on the local economy would be immense.”

Galway Harbour Company CEO Eamon Bradshaw said that the port project had "illicited quite a bit of interest" when the company presented at the recent Chinese-Ireland Relations conference at NUI Galway.

"We’re confident that we do have a lot to offer and we are confident that an investor will come on board."

Jim Higgins MEP for the North West has welcomed the now fully operation new EU fisheries control system which toughens an already established zero-tolerance stance on the issue.

"Traceability is central to these new rules, 'from net to plate'. It will enable Member states to spot wrongdoings along the market chain, and trace them back to the culprit. Inspections will be carried out in the same way all over Europe. Data will be collected and cross-checked electronically. So once the product reaches the stores, the consumer will know it has been fished legally.

Mr Higgins, who is a member of the European Parliament's Committee on Fisheries, says those involved in illegal practices like overfishing will be punished. "If someone breaks the law, they will face equally severe sanctions wherever they are and whatever their nationality. If they are caught fishing illegally repeatedly, thanks to a new point system they will end up losing their licence."

The Fine Gael MEP added that the EU now has the means to establish a real culture of compliance against overfishing to ensure a sustainable fisheries sector in Europe.

There is some confusion within the marine sector this week as to how fully civil servants are accepting the return of "marine" to the name of a Government Department. When Simon Coveney was appointed as "Minister for Agriculture, Marine and Food" by Taoiseach Enda Kenny, some sections of the marine industry questioned how much this really changed the attitude of the Government towards maritime matters.

My view was that it was a substantial change and that the pre-Election pledge of Fine Gael to co-ordinate all maritime aspects under one Department was being delivered upon and I welcomed the appointment.

But this week it has been pointed out that, while the names of other Government Departments have already been changed to their new designations under the Ministerial appointments announced in the Dail, this has not been done where the marine is concerned. The Department of the Taoiseach's website lists Simon Coveney's Department as "Agriculture, Fisheries & Food" and the Department is so far retaining that title. Its press releases have describe Coveney as "Minister for Agriculture, Food and Marine," not what the Taoiseach announced in the Dail.

This is not pedantic, but a reasonable issue to raise bearing in mind past marine experience. When Bertie Ahern abolished the Department of the Marine and assigned duties to the "Minister for Transport and Marine" in the last Government, top civil servants in that Department removed "marine" from its title. When I questioned that, I was told that a meeting of those officials had been held and that decision had been made.

So, I asked the Department of the Taoiseach this week, what exactly is the title of Simon Coveney's department. To the time of writing this column, no response has been received.

When he was Fine Gael Leader, Enda Kenny told me in a radio interview of his pride in the maritime connections of his family which had been involved in the lighthouse service.

I asked the Department of "Agriculture, Fisheries and Food" press office why "marine" was listed as third in the Minister's role rather than second, as described in the Dail. I was told that arrangements and decisions and an "SI" - "statutory instrument" - were awaited.

I will be interested to see how long that takes..

Cork sailor Simon Coveney (38) has been appointed as Minister of Agriculture, Food and Marine in the new cabinet of the Fine Gael/Labour Government formed yesterday.

The announcement has been welcomed by various marine interests pleased to see Marine back at the cabinet for the first time since the Department was dismantled by Fianna Fail's Bertie Ahern in 2002.

The appointment means Taoiseach Enda Kenny has kept good an election promise to reinstate the Marine department. A decade of lost opportunties has meant the sector has suffered through lack of infrastructure and coastline planning.

"Simon is someone who understands the Sea as a sailor himself but also in his work as an MEP where he was involved in a number of major European maritime projects. This is a great opportuinty for the Marine. We look forward to working with him to develop this untapped resource." said David O'Brien of the Irish Marine Federation.

Simon was first elected to the Dáil in 1998 as one of Fine Gael's youngest TD's aged 26. He replaced his father Hugh Coveney TD following his untimely death.

Simon follows his father in to the post of Marine Minister. Hugh held the post in 1994.

Simon holds a B.Sc. in Agriculture and Land Management from Royal Agriculture College, Gloucestershire. He was also educated at Clongowes Wood College, County Kildare; University College Cork, and Gurteen Agricultural College, County Tipperary.

A keen fan of all competitive sport he has worked as a sailing instructor at his club Royal Cork Yacht Club in Crosshaven and been involved in many sailing regattas.

In 1997/8 he led the "Sail Chernobyl Project" which involved sailing a boat 30,000 miles around the world and raising €650,000 for charity.

In 2006 he contributed to RTE's series The Harbour and in a memorable quote, the Cork TD and former MEP said: "When somebody asks me the question, what's the one thing that's special about Cork?, I'd say the harbour."

It maybe the second last item on the programme for government issued by Enda Kenny and Eamon Gilmore yesterday but the indications are good that the marine sector will see a reinstated Department of the Marine. the Fine Gael and Labour coalition say 'marine responsibilities will be merged under one Department, for better co-ordination in policy delivery'. Here is the relevant excerpt:

Coastal communities, fisheries & marine environment

We will negotiate the best possible deal for fishermen in the review of the Common Fisheries Policy.

We will support the development of sustainable aquaculture and fish farms by streamlining the licensing process and reducing associated bureaucracy.

Marine responsibilities will be merged under one Department, for better co-ordination in policy delivery. We will develop an integrated marine and coastal planning process in order to maximise the potential of Ireland's coastline in fishing, aquaculture, ocean energy and tourism.

A Sea Fisheries Sustainability Impact Assessment, based on consultation with all major stakeholders, will be brought before the Dáil annually before EU fisheries negotiations commence.

We will replace criminal sanctions system for minor fisheries offences with administrative sanction system to bring Ireland into line with other European jurisdictions. Safety at sea and decent working conditions must underpin the development of the fisheries sector. We will explore the provision of an emergency towing vessel for the Coastguard.

As I write this week's blog there is still no definite word emanating from the closed cloisters inhabited at present by the leading negotiating lights of Fine Gael and the Labour Party on the future governing of this island nation. It is unlikely that the future of the marine sphere is foremost in the minds of the negotiators and I wonder what will be the priority attached to the marine when the new Government is announced.

Fine Gael can, logically from the support which the party garnered in the General Election, be expected to dominate a Coalition Government. In that context, the question arises as to whether they will deliver on their pre-election manifesto commitment to re-establish the Department of the Marine?

The promise to do so was unequivocal, a clear undertaking that the situation created by the former Fianna Fail and Green Party Coalition which had decimated maritime issues by spreading them over several Departments of State, would be changed and all would be contained in one Department.

In the event of a Coalition being formed will we hear that "circumstances" have changed and adjustments must be made in the context of Coalition arrangements?

I had the opportunity to question Joan Burton of the Labour Party, one of the party negotiators, prior to the election at an event organised by the European Association of Journalists. She accepted that politicians had not paid enough attention to the marine sphere and said that this attitude should be changed and accepted that the nation could benefit economically as a result.

I hope that I am not being overly cynical towards politicians, born of long years of journalistic experience, in fearing that pre-election promises may be subjected to change.

I am reflecting this week on a varied list of maritime issues which have arisen in my writings on marine topics.

Following recent pieces I wrote about the attitude of political parties in the General Election towards the marine sector, I had a telephone call from a senior Fine Gael politician and, lo and behold, the party included the marine sector in its manifesto, pledging to restore the Department of the Marine, abolished by Fianna Fail. I await post-election developments with interest.

It has been a good week for those interested in protection of whales and dolphins. Hundreds of dolphins were spotted off the Old Head of Kinsale, apparently following shoals of herring and sprat on which they were feeding.

In the Antarctic the Japanese whaling fleet was forced to give in to pressure to stop culling. The Japanese have killed hundreds of whales every year, claiming this was for "scientific purposes," even though it has been identified worldwide as for human consumption. The fleet was ordered home by its Government after increasing international pressure.

The Irish Whale and Dolphin Group published its annual report this week. It was formed in December 1990, dedicated to the "conservation and better understanding" of cetaceans - whales, dolphins and porpoise - in Irish waters through "study, education and interpretation." IWDG turnover in 2010 was around €300,000. It has dealt with up to 10,000 queries a month for information on its website. A total of 92 strandings of 128 individual cetaceans was reported to the IWDG in 2010. This compares to 137 strandings of 169 animals for 2009.

This week oil prices rose because of the unrest in Libya and David Surplus, Chairman of B9 Energy Britain's largest windfarm operator, warned that sooner or later oil will run out. BP is examining the possibility of building a fleet of carbon-neutral, wind-powered sail ships planned, to carry world trade.

On the international sailing scene the new AC 45, forerunner of the next generation of America's Cup boats was launched in New Zealand and had its first capsize. The wing-sailed catamaran is designed for speed and close racing, capable of making up to 30 knots, while intended to be handled in tight, tactical courses. An exciting boat to sail, it will also be very testing of ability. The first capsize of the new boat occurred on Auckland's Hauraki Gulf, hit by what was described as "a freak gust of wind," while the crew were doing maintenance on board before a sailing test.

It capsized fully, ending upside down. Three support vessels were needed to pick up the crew and right the boat which was sailed back to its base in Auckland. There was damage to the wing sail, but no injuries to the crew. However, helmets may be an additional precaution needed for sailing these boats, which are to be used in the AC World Series! This will be a circuit of eight regattas for which venue bids are being made at present, with fleet and match racing, to raise the profile of high-performance sailing on worldwide television. Racing is to start in July, with regattas running until May of next year, leading into preparations for the next full AC series in the bigger AC72 catamarans in 2013 in San Francisco.

As the past week showed, there is always something interesting in the sea.

Fine Gael has pledged to reinstate the Department of the Marine in its election manifesto published today. Under the heading 'steering the marine' Fine Gael also says it will replace the Boards of all State Port companies and Harbour Commissions within one year of entering government. The full chapter dealing with Marine is below:

1.11 Supporting the Seafood Sector and Marine
Expanding the Industry: Fine Gael believes Ireland, as an island nation with a strong and valued fishing tradition has huge potential to succeed as a serious competitor in the international seafood sector. The seafood industry currently generates annual revenues of €718 million and provides direct employment for 11,000 people. With an estimated 40 million tonnes of seafood to be required annually by 2030, there is significant scope for further expansion.

Common Fisheries Policy:

We will negotiate the best possible deal for Irish fishermen in the context of the ongoing review of the Common Fisheries Policy. Our priorities are:
• A progressive reduction of discards, fishery by fishery and in all maritime regions in the EU.
• Protection of the Hague Preferences.
• A uniform and transparent regulation regime.
• A clear, independently audited database of infringements across the EU.
• The development of a sustainable aquaculture plan.
• A strong focus on seafood marketing, labelling and country of origin to ensure imports meet the same
standards on safety, hygiene, traceability, recall, information and audit.

Sea Fisheries Bill:

We will publish legislation to replace the criminal sanctions system for minor fisheries offences with an administrative sanction system to bring Ireland into line with other European jurisdictions.

Funding for Fisheries:

Fianna Fáil and Green Party in-fighting has limited Ireland's ability to draw down EU funds for seafood development. We will resolve difficulties blocking the drawdown of available funds. Aquaculture Licensing: An additional 42 million tonnes of farmed seafood will be required to keep pace with demand each year by 2030, just 20 years away. We must increase our raw material supply and expand our aquaculture sector. We will remove administrative obstacles and clear the backlog of aquaculture licences currently preventing the creation of thousands of jobs in the aquaculture sector.

Value Added Products:

Currently, 85% of all Irish seafood is commodity traded. There is a significant opportunity to generate more value from this raw material base. Fine Gael will task Bord Iascaigh Mhara with assisting Irish companies in adding value to their products through innovation.

Single Food Label:

We will create and market a single label for all Irish produce and will drive a targeted marketing campaign to grow the Irish brand in new markets.

1.12 Steering the Marine

Marine Department:

Marine and fisheries policy is currently spread across three Departments. Fine Gael will merge these responsibilities under one Department for better co-ordination in policy delivery.

National Marine and Coastal Plan:

We will develop an integrated marine and coastal planning process to reach the full potential of our coastline in fishing, aquaculture, ocean energy and tourism.

Ports Development:

We will support the development of our ports and marine sector as important drivers of economic growth. We will also replace the Boards of all State Port companies and Harbour Commissions within one year of entering government.

To further assist the development of the marine sector, responsibility for maritime policy will, as far as is practicable, be concentrated in one department. That's according to the Labour Party 2011 General Election manifesto and it's the clearest indication yet from any political party that the Department of the Marine could be reinstated.

Fine Gael has told Afloat.ie details of its marine policy will be published in its manifesto tomorrow. If that's the case things are looking up for anyone interested in seeing Ireland develop the valuable waters that surround it.

After searching for references to 'sea', 'marine' or 'maritime' only the Labour party has so far made the only significant written commitment to the marine sector in its programme for government. Its manifesto acknowledges that Coastal Communities, Fisheries and the Marine face major challenges in the years ahead, but it is also an area of major economic potential.

Fianna Fail merely says on page 21 of its manifesto that it will ensure that 'an inter-departmental strategy is in place to improve the leisure potential of our harbours and increase marine tourism'.

The Green Party 'Renewing Ireland' document says it will promote the creation of marinas and youth and child friendly water sports to encourage activity and awareness of our maritime country. It also says Ireland will participates in the North Seas Offshore Grid Plan.

There is no reference to the marine in the Sinn Fein 'There is a Better Way' manifesto.

Labour's priority will be to develop Ireland as a European hub for seafood processing, which will create sustainable, value-added jobs in coastal communities.

Labour will also develop an Irish seafood strategy to grow the market profile and demand for Irish seafood products. We will support the development of sustainable aquaculture and fish farms by streamlining the licensing process and reducing, as much as possible, the associated bureaucracy. To further assist the development of the sector, responsibility for maritime policy will, as far as is practicable, be concentrated in one department.

Labour will establish a Sea Fisheries Sustainability Impact Assessment based on consultation with all major stakeholders. This report will be brought before the Dáil on an annual basis before EU fisheries negotiations commence, and will ensure that there is a regular evaluation of Irish fish stocks and the effectiveness of current policy and quotas.

Labour is open to the experience and expertise of those whose livelihoods depend on maritime activity. The Department of Agriculture, Fisheries and Food will engage in an ongoing structured consultation with industry representatives, the marine scientific community and other stakeholders to enable them to contribute to national maritime policy.

Finally, safety at sea and decent working conditions must underpin the development of the fisheries sector. Labour in government will ensure that the Irish Coast Guard has access to an Emergency Towing Vessel.

Dun Laoghaire Harbour Information

Dun Laoghaire Harbour is the second port for Dublin and is located on the south shore of Dublin Bay. Marine uses for this 200-year-old man-made harbour have changed over its lifetime. Originally built as a port of refuge for sailing ships entering the narrow channel at Dublin Port, the harbour has had a continuous ferry link with Wales, and this was the principal activity of the harbour until the service stopped in 2015. In all this time, however, one thing has remained constant, and that is the popularity of sailing and boating from the port, making it Ireland's marine leisure capital with a harbour fleet of between 1,200 -1,600 pleasure craft based at the country's largest marina (800 berths) and its four waterfront yacht clubs.

The east and west granite-built piers of Dun Laoghaire harbour are each of one kilometre (0.62 mi) long and enclose an area of 250 acres (1.0 km2) with the harbour entrance being 232 metres (761 ft) in width.

In 2018, the ownership of the great granite was transferred in its entirety to Dun Laoghaire Rathdown County Council who now operate and manage the harbour. Prior to that, the harbour was operated by The Dun Laoghaire Harbour Company, a state company, dissolved in 2018 under the Ports Act.

  • 1817 - Construction of the East Pier to a design by John Rennie began in 1817 with Earl Whitworth Lord Lieutenant of Ireland laying the first stone.
  • 1820 - Rennie had concerns a single pier would be subject to silting, and by 1820 gained support for the construction of the West pier to begin shortly afterwards. When King George IV left Ireland from the harbour in 1820, Dunleary was renamed Kingstown, a name that was to remain in use for nearly 100 years. The harbour was named the Royal Harbour of George the Fourth which seems not to have remained for so long.
  • 1824 - saw over 3,000 boats shelter in the partially completed harbour, but it also saw the beginning of operations off the North Wall which alleviated many of the issues ships were having accessing Dublin Port.
  • 1826 - Kingstown harbour gained the important mail packet service which at the time was under the stewardship of the Admiralty with a wharf completed on the East Pier in the following year. The service was transferred from Howth whose harbour had suffered from silting and the need for frequent dredging.
  • 1831 - Royal Irish Yacht Club founded
  • 1837 - saw the creation of Victoria Wharf, since renamed St. Michael's Wharf with the D&KR extended and a new terminus created convenient to the wharf.[8] The extended line had cut a chord across the old harbour with the landward pool so created later filled in.
  • 1838 - Royal St George Yacht Club founded
  • 1842 - By this time the largest man-made harbour in Western Europe had been completed with the construction of the East Pier lighthouse.
  • 1855 - The harbour was further enhanced by the completion of Traders Wharf in 1855 and Carlisle Pier in 1856. The mid-1850s also saw the completion of the West Pier lighthouse. The railway was connected to Bray in 1856
  • 1871 - National Yacht Club founded
  • 1884 - Dublin Bay Sailing Club founded
  • 1918 - The Mailboat, “The RMS Leinster” sailed out of Dún Laoghaire with 685 people on board. 22 were post office workers sorting the mail; 70 were crew and the vast majority of the passengers were soldiers returning to the battlefields of World War I. The ship was torpedoed by a German U-boat near the Kish lighthouse killing many of those onboard.
  • 1920 - Kingstown reverted to the name Dún Laoghaire in 1920 and in 1924 the harbour was officially renamed "Dun Laoghaire Harbour"
  • 1944 - a diaphone fog signal was installed at the East Pier
  • 1965 - Dun Laoghaire Motor Yacht Club founded
  • 1968 - The East Pier lighthouse station switched from vapourised paraffin to electricity, and became unmanned. The new candle-power was 226,000
  • 1977- A flying boat landed in Dun Laoghaire Harbour, one of the most unusual visitors
  • 1978 - Irish National Sailing School founded
  • 1934 - saw the Dublin and Kingstown Railway begin operations from their terminus at Westland Row to a terminus at the West Pier which began at the old harbour
  • 2001 - Dun Laoghaire Marina opens with 500 berths
  • 2015 - Ferry services cease bringing to an end a 200-year continuous link with Wales.
  • 2017- Bicentenary celebrations and time capsule laid.
  • 2018 - Dun Laoghaire Harbour Company dissolved, the harbour is transferred into the hands of Dun Laoghaire Rathdown County Council

The umbrella organisation that organises weekly racing in summer and winter on Dublin Bay for all the yacht clubs is Dublin Bay Sailing Club. It has no clubhouse of its own but operates through the clubs with two x Committee vessels and a starters hut on the West Pier. Read the latest DBSC news here.

The sailing community is a key stakeholder in Dún Laoghaire. The clubs attract many visitors from home and abroad and attract major international sailing events to the harbour.

 

Dun Laoghaire Regatta

Dun Laoghaire's biennial town regatta was started in 2005 as a joint cooperation by the town's major yacht clubs. It was an immediate success and is now in its eighth edition and has become Ireland's biggest sailing event. The combined club's regatta is held in the first week of July.

The biennial Dun Laoghaire to Dingle race is a 320-miles race down the East coast of Ireland, across the south coast and into Dingle harbour in County Kerry. The 2021 Race will start from the National Yacht Club on Wednesday 9th, June 2021.

Round Ireland Yacht Race

This is a Wicklow Sailing Club race but in 2013 the Garden County Club made an arrangement that sees see entries berthed at the RIYC in Dun Laoghaire Harbour for scrutineering prior to the biennial 704–mile race start off Wicklow harbour. Larger boats have been unable to berth in the confines of Wicklow harbour, a factor WSC believes has restricted the growth of the Round Ireland fleet. 'It means we can now encourage larger boats that have shown an interest in competing but we have been unable to cater for in Wicklow' harbour, WSC Commodore Peter Shearer told Afloat.ie here. The race also holds a pre-ace launch party at the Royal Irish Yacht Club.

The Harbour Police are authorised by the company to police the harbour and to enforce and implement bye-laws within the harbour, and all regulations made by the company in relation to the harbour.

There are four ship/ferry berths in Dun Laoghaire:

  • No 1 berth (East Pier)
  • No 2 berth (east side of Carlisle Pier)
  • No 3 berth (west side of Carlisle Pier)
  • No 4 berth  (St, Michaels Wharf)

Berthing facilities for smaller craft exist in the town's 800-berth marina and on swinging moorings.
