Ireland's team for the ISAF Youth World Championships in July does not include either a 420 Boys team or a SL16 catamaran campaign because the Irish Sailing Association qualification standards were not met.

The team for Croatia was announced on afloat.ie immediately after last weekend's Youth Nationals in Dun Laoghaire. A last minute attempt to qualify a Catamaran competing in France narrowly missed the qualification criteria at Carnac, France last weekend.

Despite some fine individual performances by Alex Rumball and Ali Dix – inlcuding a second in class in a long distance race – the newly formed SL16 pairing finished 37th overall in a fleet of 78.

A top 40% overall finishing position is required at predetermined events for team qualification.

Ireland hosts the 2012 ISAF Youth World Championships and the stated aim on Dubin Bay next year is an Irish win in any class so there is naturally an interest in Irish crews gaining as much experience as possible.

Afloat.ie understands there were behind the scenes discussions on the possible expansion of the Irish team for Croatia but last night the ISA issued a statement confirming the youth sailors that will travel to Zadar, Croatia for the ISAF Youth World Championships in 07 -16 July 2011. These are:

• Laser Radial Boys Under 19Philip Doran (Courtown Sailing Club/National Yacht Club)

• Laser Radial Girls Under 19 – Sophie Murphy (Quoile Yacht Club, Northern Ireland)

• 420 Girls Under 19 – Emma Geary (Royal Cork) and Niamh Connolly (Baltimore Sailing Club)

The ISA statement says all sailors achieved their international qualification prior to the ISA Mitsubishi National Championships in Dun Laoghaire over the weekend and all sailors finished as top girl or boy in their discipline.

Following their Dun Laoghaire results, the team selection was ratified by the Irish Sailing Association Board of Directors.

This will be Philip Doran’s first Youth Worlds but as a former under 17 world champion the prospect of a major international event such as the ISAF Youth Worlds should not faze him. 

At only 17 this is Sophie Murphy’s second Youth Worlds and she is young enough to qualify for 2012 when Dun Laoghaire will host the ISAF Youth Worlds from 12 -21 July,  just weeks before the London Olympics.

Emma Geary & Niamh Connolly the double handed team from Cork will be the only 420 on the Irish team as they were the only ones to reach the international qualification. ‘The Irish 420 fleet is a young fleet but there should be great competition for both girls and boys rankings in 2012 when they gain experience and further training.’ stated James O’Callaghan, Olympic Performance Manager ISA. ‘The sailors have now got through the first phase of the process however a lot of hard work and training will be needed between now and then to perform successfully on the international stage’ continued O’Callaghan.

The ISAF Youth World Championship is coming to Dublin 12-21 July 2012 just two weeks ahead of London’s Olympic Games. Over 300 sailors from 60 nations will compete.

Royal Cork Yacht Club sailors have lifted two national titles at the 2011 Mitsubishi National Youth Sailing Championships this afternoon in a series cut short today by gale force winds on Dublin Bay. SCROLL DOWN FOR THIS AFTERNOON'S PRIZEGIVING PHOTOS.

Local knowledge offered no advantage as Dun Laoghaire co-hosts the Royal St. George YC, the National Yacht Club and the Royal Irish YC won none of the five national titles inspite of strong turnouts fielded by each of the waterfront clubs.

With winds gusting up to 25-30 knots and easterly winds causing a big swell, sailing for the final day of the ISA Mitsubishi National Championships was cancelled leaving the 300 sailors ashore. However all classes had completed sufficient races to complete the series.

The event was an important test event for Dun Laoghaire organisers of the Youth Worlds which will be held in the same venue from 12 -21 July 2012.

In a show of strength from the regions the three other titles went to other east coast clubs at Howth, Ballyholme and Courtown.

Immediately after the prizegiving, (photos below) Olympic Team Manager James O'Callaghan named the Irish team for the 2011 ISAF Youth World Championships in Croatia in July based on the weekend results. Royal Cork YC achieved two national titles with Laser 4.7 event favourite Seafra Guilfoyle winning the title having previously dominated the Optimist fleet in previous years.

Brother and sister team Patrick & Chloe Crosbie also from Royal Cork won the 420 National title and Patrick was awarded the Training Grant for the most promising sailor at the event.

This event was the national trials for the Optimist class which was won by Tralee Bay sailor Sophie Browne who will travel to New Zealand in December to compete in the Optimist World Championships.

Irish optimist sailors are performing well internationally at the moment finishing fourth and fifth at the Braassemermeer Easter regatta. Other events during 2011 where there will be Irish representation include the European Championships in Portugal and the National Championships in Germany and the UK.

Optimist National Trials
Sophie Browne (Tralee Bay SC) won the trials and took the option of travelling to New Zealand in December 2011 to represent Ireland at the Optimist World Championships.

The team selected to travel to the German National Championships include Robert Dickson HYC , Daire Cournane KYC, Sean Waddilove Skerries SC,  Richard Hogan HYC, Adam Hyland RSGYC, Ronan Cournane KYC, Sean Gambier Ross KYC and Fergus Flood HYC, Aoife Hopkins and Alacoque Daly Tralee Bay SC.

In addition 10 sailors were chosen for the Irish under 12 squad who will compete in the Optimist UK National Championships.

More testing, ideal sailing conditions greet youth sailors this morning on Dublin Bay for the fourth and final day of competition at the Mitsubishi Youth Championships.

Up for grabs are places on the national youth team to represent Ireland at the World Championships in Croatia in three months time.

Over the next few days hundreds of boats will arrive in Dun Laoghaire in preparation for the Mitsubishi Youth National Championships over the May Bank Holiday weekend (29 April – 02 May).

Over 300 sailors will compete in Dublin Bay in seven different classes (Laser Radial, Laser 4.7, 420, Feva, Topper, SL16 and Optimist). For youth sailors, this event is the most important in the annual calendar as it is the decider for the top Irish sailors to compete internationally during 2011 and is the pathway for future Olympic sailors. The 420 fleet is already in situ as the Leinster Championships were held over Easter and the girls team Emma Geary and Niamh Connolly won the event in style. This team is the only 420 crew to qualify internationally for a place on the Irish team to compete in the ISAF Youth Worlds in Zadar, Croatia and will be looking to win next weekend to secure this honour.

Dublin Bay will host the 2012 ISAF Youth World Championships and this year's ISA Mitsubishi Youth National event is an important test event with representatives from the international sailing authority visiting Dun Laoghaire to view plans and test logistics.

In addition to the 420 fleet the Laser radial fleet will also be competing to qualify to represent Ireland in Croatia. Philip Doran aged 17 from Courtown in Wexford is the current former under 17 World Champion in the Laser Radial fleet although the National title has eluded him so far. In the girls fleet it will be a toss up between Saskia Tidey (RIYC) and Sophie Murphy (Quoile YC) as both already have a national title each under their belts.

The younger Optimist fleet is also celebrating this week after two top 5 positions at the Easter Regatta in Braassemermeer, the Netherlands. In fact an Irish team has competed at this event for 23 years and this is the first time that Ireland has won the country prize. Sean Donnelly from Dun Laoghaire who finished fourth in Braassemermeer is also leading the Optimist fleet in the trials and will be anxious to hold on to first position during the ISA Mitsubishi Youth Nationals.

In other fleets, the laser 4.7 fleet is enjoying record numbers with many ex-Optimist and Topper sailors choosing this boat. Finn Lynch from Blessington and Seafra Guilfoyle from Cork will be firm favourites to win the class.

Overall Dublin Bay will be a spectacle of sail over the May Bank holiday weekend with light winds forecast.

Mitsubishi Motors have been a proud supporter of junior sailing in Ireland for the last 7 years. In recent years Ireland has had successes at youth level with winner of the girls under 21 Laser World Championships and a top 10 at the 2010 ISAF Youth Worlds and wins at the British National Optimist Championships.

Laser Radial Gets New Home

Following this week's request for a good home for a reader's Laser Radial dinghy we can report the boat has a new berth. The donor has decided it will be used by a club to teach teenagers too big for other youth classes but who are contemplating a move into the Laser dinghy. Thanks to everyone for the interest shown. It is our intention to promote other genuine boat donations such as this on an ongoing basis. Stay tuned!

When the ISAF World Youth Sailing Championships are hosted on Dublin Bay in 2012 the regatta should be representative of the best of Irish sailing, organisation and hospitality and ignite an immediate but lasting legacy for youth and the future of Olympic sailing in Ireland writes Andi Roberston.

It is nearly two years since the prestigious global annual championships were awarded to Ireland and the organisation of the event has now developed substantial momentum. Already a core group of around 50 volunteer officials are working on the delivery of the regatta which, with up to 450-500 sailors and coaches from as many as 60 different nations, in terms of size, logistics and delivery stands as one of ISAF's big three major multiclass events alongside the four yearly Olympic regatta, and the ISAF Sailing World Championships.

At the helm of the organisation is Brian Craig, a former flag officer of the Royal Saint George YC on Dublin Bay, who for ten years has been instrumental in attracting, developing and running major regattas on these expansive world class racing waters, including the huge success that has been Dun Laoghaire Week. In particular a recent success has been pooling the resources of the Bay's major clubs to attract and manage big events.

"I think we are really in pretty good shape. There is a big groundswell of enthusiasm and excitement and we are drawing on that to develop a really first class, memorable event." Craig comments.

An advisory group composed of renowned experts who have many years of experience of the event in particular is at the core of organisation just now, including Bill O'Hara, International Judge and Volvo Ocean race officer, Jim Saltonstall the British coach who has attended almost all of the ISAF/IYRU Youth World Championships and helped develop a galaxy of Youth Worlds and Olympic medallists, Ken Ryan – a former ISAF Vice President who has more than 25 years of experience with ISAF and major events and Paddy Boyd, formerly Irish Sailing CEO and now Director of Canadian sailing's national governing. body.

It was a visit to the Youth World Championships in 2008 which convinced Craig that after ten years of development of the Clubs and infrastructure on Dublin Bay, the time was right for them to step up and land a major world class event.

"Now we have plenty of support for the event. We have government backing, the three major clubs, the Royal St George, the National Yacht Club and the Royal Irish are all behind us, the waterfront organisations, the tourist boards and the town itself. The support is great." Craig explains.

A delegation were in Istanbul at the last ISAF Youth World Championships in 2010 and in Croatia this coming summer, as well as a team observing and learning, several members of the race teams will be hands-on on the race courses this getting first hand experience to ensure good continuity in to next year.

"We have a fantastic site. A massive 700-800 metres of frontage with the three clubs all within five minutes of each other. We will create a central sailing village feature which will have an immediate public access so that there will be maximum interaction with the public, but where the sailors can still preserve their essential privacy in competition mode. We intend to absolutely preserve the competitive integrity of the event, but to make sure it works for public access."

To create a regatta which emphasises the cosmopolitan, international flavour of the regatta, but which also fully ensure the competitors enjoy the full experience of Irish culture, race days will themed for the public around many of the key nations – so there will be a French, Australian, Spanish, Chinese days as well as the underlying Irish hospitality and craic.

And while it is inevitable that only a few Irish sailors will compete at the ISAF World Championships on their home waters, in the interim period a ISAF Youth World Championships Road Show will visit Irish Sailing Clubs to stimulate interest and awareness of the event.

"We are determined that hosting the ISAF Youth World Championships will produce a lasting legacy for Irish sailing, perhaps seeding the future for Irish Youth Worlds or even Olympic medals. And at the same time we are determined to deliver a memorable, top class event with a distinctly Irish flavour." Concludes Craig.

The 2012 ISAF Youth World Championships are scheduled for the period 12th -21st July 2012. Around 350 sailors and 100 coaches from about 60 nations are expected to attend, composing a fleet of 250 boats. The race programme will last ten days. Classes will be the Laser Radial Boys and Laser Radial Girls, 420 Boys and 420 Girls, RS:X Boys and RS:X Girls. 29er Open Skiff, and the Open Formula 16 Catamaran. Boats or boards are supplied by Laser, Nautivela, Neil Pryde, Ovington and Serena.

In recent years Dublin Bay has hosted the Topper World Championships, the Star European Championships, the 500 boat Dun Laoghaire Regatta, the Laser 4.7 Europeans, Dragon World Championships, the Etchells World Championships (Howth), the SB3 World Championships, the 470 European Championships, the Flying 15 World Championships and the 420 Junior World Championships.

A new sailing body that claims it will ensure the continuation of the long standing Irish Tall Ships maritime tradition of youth sail training was launched at a ceremony in Dublin Port this afternoon.

The newly established Sail Training Ireland for Youth Development (STIYD) was officially launched by Nigel Rowe, President and Chairman of Sail Training International.

Following the sinking of the Asgard II and the decision to wind up Coiste An Asgard, the future of sail training in Ireland had been uncertain but STIYD will now ensure the continuation of the long standing Irish maritime tradition. More Asgard II News.

At the launch Nigel Rowe also announced that Sail Training International had awarded STIYD with a bursary of €10,000 to help fund the participation of young Irish trainees in The Tall Ships Races 2011. Mr. Rowe remarked "It is wonderful to see Sail Training Ireland for Youth Development emerge from all the uncertainties and anxieties that followed the demise of Coiste an Asgard. The commitment and enthusiasm of the people who have made this happen will ensure its success, and they will have the full support of the international sail training community. With Waterford as a host port for this year's Tall Ships Races we have already committed more than €10,000 to help fund the participation of young Irish trainees."

The aims and objectives of Sail Training Ireland are to promote the development and education of young men and women through the Sail Training experience regardless of nationality, culture, religion, gender or social background as well as to sponsor and support sea-going trainees. Sheila Tyrrell, Chair of the steering group, who has a long history with sail training and in particular the Asgard remarked "We are delighted that we are in a position to formally launch the association, we are now taking applications for bursaries to allow young people to participate in the Tall Ships Race visiting Waterford later this year, and are also recruiting a manager to help manage the affairs of the association."

 

Also in attendance at the launch was Mr. Clayton Love Jnr., founding member of Coiste An Asgard and former President of the ISA. During the afternoons formalities Mr. Love Jnr. was officially awarded Honorary membership of STIYD in recognition of his outstanding contribution to sail training in Ireland.

Sail Training Ireland is also seeking to appoint a part-time manager to help with the development of a business plan and the day to day running of the organisations affairs. The launch, sponsored by Arklow Shipping, was hosted by Dublin Port who are one of a number of ports supportive of the project.

The new Tall Ships body co-oridinated by the Irish Sailing Association (ISA), Sail Training Ireland for Youth Development, (STIYD) will be launched next Thursday at the Dublin Port offices next Thursday, April 14th.  

Since the Department of Defence declared they no longer had an interest in sponsoring the continuation of the Asgard Sail Training Programme, and the subsequent decision of the Board of Asgard to wind up the Company, a working group supported by the ISA has worked to establish a National Sail Training Association.

Sail Training Ireland for Youth Development Ltd. has been established as a limited company recognised by Sail Training International as the representative body for Sail Training activities in Ireland.

An objectives of the organisation is to promote the development and Education of young Men and Women on the Island of Ireland in and through the Sail Training Experience regardless of Nationality, Culture, Religion, Gender or Social Background.

Tall Order for Ireland

Sailing in Ireland could yet have a tall ship to replace the Asgard II and the Lord Rank. A meeting in Dublin in late March represents a major step forward in the process to put an Irish tall ship back on the high seas.

The open workshop, to be held on March 26th, will be facilitated by Dublin Port, and will include state interests, tourism interests, commercial port interests, youth organisations, maritime organisations and education groups, together with the former Lord Rank and Asgard II operators.

The catalyst for the initiative is a 'reference group' which represents a broad cross-section of interests, both North and South. Operating under the chairmanship of Lord Glentoran, and supported by Dr Gerard O'Hare, David Beattie and Enda O'Coineen, the group has also engaged a professional consulting firm to move the process along.

The initial focus is on the necessary organisation and rationale behind building a new vessel, while scientifically quantifying the benefits to build a plan and justification.

The view taken is that, while there may be no money available at this time, there is no excuse for not having a plan and the idea is to create ' joined-up' thinking. And while the government in the South placed the insurance money paid out on Asgard II back into general exchequer funds, the insurance payment on the Lord Rank was kept and ' ring-fenced' for this new initiative.

To date, there have been several meetings of the reference group. The planned workshop on the subject at Dublin Port March 26 is open and interested parties are invited to contribute. It will also bring together for the first time the leaders of Tallships in Dublin, Belfast, Waterford and Cork.
Ultimately Tall Ships is about youth training and development; without an active Tall Ship, it will be very difficult for Ireland to attract Tall Ship events. The new reference group will work to support the new Sail Training Ireland Association initiative, and link in with Sail Training International which runs Tall Ship events.

Following the Dublin workshop, Belfast Harbour Commissioners will host a working meeting of the group in early May to finalise a plan, present to stakeholders and create a roadmap forward.

"In addition to youth training, a working Tall Ship forms a brilliant ambassadorial role promoting tourism, enterprise and commercial interests," said Lord Glentoran. "It is something that we can all relate to and it has universal acceptance for youth training on an island of Ireland basis." Lord Glentoran has a long commitment to youth sail training and was Chairman of the organising committee that brought the Tall Ships to Belfast in 1991.

The reference group is seeking to engage with as many stakeholders as possible, and has pledged that the new vessel will be owned by the community in Ireland and the Irish Diaspora. The initial view is that the project clearly needs to be linked with the institutions of State - North and South - as are universities state agencies and ports, while at the same time having a strong private support network making for a mix of public and private funding, "We now have a brilliant opportunity to look around the world, establish best practice in the best kind of vessel, how to fund it and to quantify the benefits for each of the stakeholder group," said Enda O'Coineen, who has been instrumental in bringing the group together. In addition to being a former Coiste and Asgard Director, he is the founding Chairman of Let's Do It Global, which brought the Volvo Ocean Race to Galway and successfully raced the Green Dragon around the world.

O'Coineen added that a "world class solution" can be created and that its benefits can be financially quantified, which would allow supporters to make a compelling business case to divert and use existing funds in Tourism, Enterprise and Youth Training. "While there is no money available now to support the scale and professionalism needed, this is not an excuse not to have a plan and a vision," he added.

Since the loss of the Asgard II and Lord Rank, Ireland has been left with no sail training opportunities for young people and likewise for maritime development, enterprise and tourism. If nothing is done, future generations will suffer. The reference group believes that the solution is the construction of an Ireland - North and South - training vessel, fulfilling several roles with a common mission and resourced according to quantifiable benefits delivered to stakeholders. It is also open to the use of an existing vessel - a key component being suitability and the operations budget.

The proposed Tall Ship project will enhance skills and opportunities for young people across the island, regardless of background, class or education. It could be used to showcase Ireland as a brand at overseas events and it could also host international students who wish to come to the island of Ireland, as is the case with many of the International Tall Ships Programmes already running on a global scale which create a huge amount of tourism for their respective countries.

The reference group notes that the Tall Ships concept appeals to young and old alike as the romanticism behind the concept touches on history, social studies, legacy, family, travel, adventure and, most importantly, fun. Tall Ships allow people to dream. They do however have an underlying seriousness and the concept is grounded in methodology that has been tested and proven the world over.

Dun Laoghaire's Royal St. George Yacht Club has announced that its inaugural Junior Spring Open, sponsored by Craftinsure, will be held on the 19th & 20th of March 2011. This event promises to be a great kick start to the Junior Sailing Season for the Optimist, 420, Feva and Laser Classes.

There will be both Regatta and Main Fleets, Regatta Coaches on the courses and the event will count as an Optimist Pre-Trials and Pre-Regional event. With the ISA Mitsubishi Youth National Championship being held in the same sailing area at the end of April, this event is a great opportunity for sailors from all around the country to get some practise in the local waters.

There will be entertainment for sailors and parents on both evenings, evening dinners and, of course, full Six Nations Rugby coverage on the Saturday throughout the Club. There will also be live-tweeting from the water throughout the event - follow this live action unfold at www.twitter.com/rsgyc.

The Half Ton Class was created by the Offshore Racing Council for boats within the racing band not exceeding 22'-0". The ORC decided that the rule should "....permit the development of seaworthy offshore racing yachts...The Council will endeavour to protect the majority of the existing IOR fleet from rapid obsolescence caused by ....developments which produce increased performance without corresponding changes in ratings..."

When first introduced the IOR rule was perfectly adequate for rating boats in existence at that time. However yacht designers naturally examined the rule to seize upon any advantage they could find, the most noticeable of which has been a reduction in displacement and a return to fractional rigs.

After 1993, when the IOR Mk.III rule reached it termination due to lack of people building new boats, the rule was replaced by the CHS (Channel) Handicap system which in turn developed into the IRC system now used.

The IRC handicap system operates by a secret formula which tries to develop boats which are 'Cruising type' of relatively heavy boats with good internal accommodation. It tends to penalise boats with excessive stability or excessive sail area.

Competitions

The most significant events for the Half Ton Class has been the annual Half Ton Cup which was sailed under the IOR rules until 1993. More recently this has been replaced with the Half Ton Classics Cup. The venue of the event moved from continent to continent with over-representation on French or British ports. In later years the event is held biennially. Initially, it was proposed to hold events in Ireland, Britain and France by rotation. However, it was the Belgians who took the ball and ran with it. The Class is now managed from Belgium.
