#TitBonhomme - The inquest into the Tit Bonhomme tragedy has heard testimony from the sole survivor of the incident that took the lives of five fishermen.

As The Irish Times reports, Abdelbaky Mohamed explained how he and three other crew had been asleep below deck their trawler hit Adam Island at the mouth of Glandore Harbour on the morning of 15 January 2012.

Mohamed said there was no 'big bang' when the vessel hit the rocks but it began taking on water very quickly has he, his brother Wael, Attia Shaban and Kevin Kershaw made their way to the bridge to join Saied Ali Eldin and skipper Michael Hayes.

The boat was rolling in heavy seas as Hayes handed out lifejackets to each crewmen which they then put on, he recalled, adding that conditions made it impossible for them to put on their immersion suits.

The Irish Independent has published a harrowing transcript of the crew's frantic calls to the emergency services as the Tit Bonhomme was assaulted by the waves and eventually capsized.

Mohamed said his lifejacket was ripped from his body by the force of the water crashing into the bridge, but he was able to grab onto it to reach the surface and swim towards the shore, where he was found by a search party two hours later.

Last month's report by the Marine Casualty Investigation Board (MCIB) found that crew fatigue was "the single overriding casual factor" that contributed to the tragedy, pointing out that the crew had less than five hours' sleep during their 40-hour fishing trip.

But Mohamed told the inquest that he had had sufficient rest at the time of the incident.

#Shipwreck - Two are reported dead after a shipwreck yesterday (Wednesday 10 April) on the Portuguese coast in what is a reminder to all cruisers of the dangers of strong winds in the region.

According to Portuguese language newspaper Publico, the deceased include one of the five crew of the German-flagged cruiser Meri Tuuli, and a member of the Portuguese maritime police attending to the incident who went into the water when his RIB overturned.

Eight people in total were admitted to hospital after the incident in which the Meri Tuuli - an X-442 yacht perated by a local sailing school - capsized on Cabedelo beach in Figueira da Foz, near Oporto.

Two are reported to be "wounded with traumatic injuries" while another two showed symptoms of hypothermia after exposure to the water.

Figueira da Foz is a popular cruising destination along the Iberian coast, but its port is vulnerable to the high swells that attract surfers to the area, sometimes closing altogether.

A source close to Afloat.ie described most harbour entrances along Portugal's west coast as "lethal during of after strong winter south or southwest winds" which are made stronger as air rushes into the valleys at river mouths as sea breezes.

#WATER SAFETY - Irish tourists headed to South Africa have been reminded of the dangers of the sea after a whale-watching vessel capsized near Cape Town at the weekend.

As BBC News reports, British tourist Peter Hyett and crewman John Roberts died when the catamaran Miroshga capsized off Hout Bay on the eastern side of the Cape Peninsula, near the popular seal colony of Duiker Island.

A number of the 39 passengers on board at the time were trapped in the vessel for almost four hours before they were freed by rescuers.

The seas off Hout Bay are a mecca for whale and seal watching, but are known to be rough, with hidden rocks below the surface. Great white sharks are also a regular sight in the waters, attracted by the seals.

But fellow skippers in the area reported fine weather and only slight swells at the time of the capsizing, according to iAfrica.com.

An investigation into the incident is being launched.

#coastguard – A man was taken to hospital this evening after he was rescued from beneath his capsized dinghy, off Dale in Pembrokeshire.

Milford Haven Coastguard responded to an emergency 'Mayday' call at 6:54pm. It was reported that the laser had capsized with two crew aboard, one of which was trapped underneath the hull of the dinghy. A Rescue helicopter from RAF Chivenor was scrambled and the RNLI all weather and inshore lifeboat from Angle were requested to launch. Coastguard Rescue officers from Dale were sent to the scene and the Welsh Ambulance Service was in attendance.

#NEWS UPDATE - An Irish couple were among those rescued from the cruise ship that ran aground off the coast of Italy on Friday night, the Irish Examiner reports.

Three people are believed to have died, while 14 others were injured, after the Costa Concordia struck a sandbank and capsized off the Tuscan coastline in the Tyrrhenian Sea.

The vessel was carrying more than 4,000 passengers at the time, many of whom jumped into the water as panic set in after the ship hit a rock that tore a 150ft gash in the hull.

As of Saturday three bodies had been recovered from the sea, with at least three more feared drowned.

The Department of Foreign Affairs confirmed that an Irish couple on board are safe and well, and are receiving consular assistance. Many survivors are taking refuge on the small island of Giglio close to the incident.

Both Portrush Lifeboats were in action on Saturday afternoon (15th October) to rescue four people in an overturned boat at the Barmouth at Portstewart.

Both boats were launched at 15.50 hours on a wet dark afternoon after reports had been received of an overturned rib. When the Inshore boat arrived on scene there was a heavy 2 metre swell. Three people were on top of the rib and one in the water.

The volunteer ILB crew got the person in the water into the lifeboat by which time the All-weather lifeboat was on scene. All persons were then transferred to the ALB and taken to Portrush.

All were wearing wetsuits and did not require medical attention.

Robin Cardwell LOM stated

'This was a perfect example of  team work between the two crews of the lifeboats from Portrush There was no hesitation in the volunteer crews responding to this shout. Each man knew what he had to do to bring the four people and their rib ashore'.

Six people have been rescued from a capsized dive boat at the entrance to the River Bann this afternoon.

Belfast Coastguard received a '999' call from a member of the public at 3:48 pm informing them that they had witnessed a small boat capsize and there were people in the water.  Coastguard Rescue Officers from Coleraine were sent to the scene. The Portrush inshore and all weather RNLI lifeboats were requested to launch and the Irish Coastguard rescue helicopter from Sligo was scrambled.

Steve Carson, Watch Manager, Belfast Coastguard, says:
"The inshore lifeboat was first on scene and discovered one person in the water and a further five people on the upturned hull of a Rigid Hull Inflatable Boat (RHIB). The conditions on scene were challenging with a large sea swell.
All six people have now been transferred to the all weather lifeboat and taken to Portrush Harbour and do not require further medical assistance.
The RHIB is being towed to harbour by the lifeboat.
We would like to remind the public that if they witness an incident along the shoreline or on the coast to ring '999' and ask for the Coastguard. Swift action from the member of the public this afternoon greatly assisted in the rescue of the six people in the water."

Safety on the world's 700 sail training tall ships has been called into doubt, Sail World reports.
The concern comes following an investigation into the sinking of Canadian tall ship Concordia off the coast of Brazil last year.
The ship capsized in a squall on 17 February 2010. All 64 passengers and crew spent two days adrift in lifeboats before being rescued.
Investigators from the Transportation Safety Board of Canada concluded last week that no action was taken to prevent capsizing, such as reducing sail or changing course, because the officer-in-charge did not realise the ship was in danger.
The board also learned that the officer-in-charge was able to get his certification without having to familiarise himself with information on the handling and stability of the ship, and found that this lack of a requirement is universal across the world's sail training vessels.
Senior investigator Paulo Ekkebus said this was "a large concern" and called for stricter standards worldwide.
He added: "We’ve not been able to find any country, any flag-state, requiring the study, or for people that they are familiar with this type of information, if it is provided on board the ship."

Lough Derg RNLI Lifeboat assisted three persons after their yacht capsized and sank close to Hare Island on Lough Der. SCROLL DOWN FOR VIDEO.

At 17.04hrs Saturday September 10, Lough Derg RNLI Lifeboat was requested to launch by Valentia Coast Guard following a report of two persons in the water off Hare Island, on Lough Derg. At 17.15hrs, the lifeboat was launched with Helm Colin knight, Johnny Hoare and Ger Egan on board, and was on scene 17.20hrs. The wind was southwest, force 6, with a 5ft to 6ft swell, visibility was good.

When the RNL lifeboat arrived on scene, a passing yacht was recovering two persons onto their yacht, but had lost a visual on the third person. The lifeboat immediately carried out a search pattern, located the third casualty some four or five hundred metres away, and recovered them to the lifeboat.

Lifeboat Helm Colin Knight said "these three people were very very lucky; the passing yacht only became aware of their plight when, on tacking, one of sailors heard calls for help on the wind and raised the alarm". He continued, "the persons were in the water for at least thirty minutes, in fairly hostile conditions, when the only boat in the vicinity heard their calls for help, someone was looking after them today".

Tasked by Valentia Coast Guard, the Irish Coast Guard Search & Rescue Helicopter team, Rescue 115, took off from their base at Shannon at 17.34hrs. Killaloe Coast Guard had also launched to assist. After establishing that the RNLI lifeboat could be at their station within 5 minutes, Rescue 115 requested the crew to take the casualties to Dromineer from where they5 would transfer the casualties to hospital.

The RNLI lifeboat returned to the yacht, and took a second casualty on board. Killaloe Coast Guard boat took the third person. All were then rushed back to Drominneer where they were met by the helicopter and transferred to Limerick Regional hospital for further treatment.

The lifeboat then returned to 'The Hare' to see if the sunken vessel was a navigational hazard, but there was no sign of wreckage or of the yacht. The lifeboat returned to station and was ready for service again at 18.50hrs.

Kieran Cotter and Jerry Smith of Baltimore are the Afloat.ie/Irish Independent "Sailors of the Month" for August in recognition of the key roles they played in the superb rescue of all 21 of he crew of the capsized super-maxi Rambler 100 in the record-breaking Rolex Fastnet Race.

When Rambler's canting keel snapped off on the evening of Monday August 15th shortly after this mega-machine had rounded the Rock, she was powering at full speed towards the turning buoy, crashing into the lumpy seas which often arise where the steep land juts into the open ocean.

The catastrophe was total and very sudden. The giant racer completely inverted every bit as quickly as the smallest of racing dinghies. The changeover, from being a highly tuned performer on track for success, into the inverted hell of exploding water, strangling ropes and jagged breaking gear, was at the least totally disorienting, and could have caused panic in less seasoned sailors.

Despite the difficulty of clambering onto the ultra-smooth underside of the huge hull, fifteen of the crew managed to get themselves up to the minimal handhold of the dagger board. But five of those who had been below – some of them off watch asleep – had drifted away from the boat after the monumental struggle of escaping from a small world turned upside down.

The five in the water roped themselves together, but things had taken an ominous turn, as the mist in which the big boat had rounded the Fastnet had now thickened into fog. For a crucial period, visibility was virtually nonexistent as other boat raced past nearby at high speed. And although some emergency radio beacons had automatically activated, the picture was confused with night drawing on.

Time was of the essence – even in summer these waters can quickly induce hypothermia. Several agencies were now involved in the rescue, and skilled use of technology narrowed the search area, though in the sea conditions the stricken boat and crew were frequently invisible.

It was the Baltimore lifeboat with Kieran Cotter in command which was first on the scene. Taking off the crew was a challenge, but all fifteen on the upturned Rambler were safely rescued, though an impact between lifeboat and white hull resulted in a streak of lifeboat blue on the yacht which was to be immortalised as "Kieran's kiss".

But that was later, not until after a needle-in-a-haystack search found the other five adrift together in the water, with one already on the edge of coma. They were found by the lifeboat deputy mechanic Jerry Smith, on patrol with a Fastnet Race film crew in his dive boat Wave Chieftain. It was a miracle.

Next morning safely in Baltimore, the weather was already well improved. The previous night's conditions seemed like a nightmare. In calm summery conditions two days later, the Rambler hull was righted off Barley Cove and towed to Baltimore. She'll be restored to full racing trim by Cookson's in New Zealand, presumably with modifications to the design and specification for the canting keel. But that's another day's work. Today, we celebrate the achievement of Kieran Cotter and Jerry Smith, whose seamanship provided the successful focus for a network of rapid work by skilled technologists ashore.

Ireland's Offshore Renewable Energy

Because of Ireland's location at the Atlantic edge of the EU, it has more offshore energy potential than most other countries in Europe. The conditions are suitable for the development of the full range of current offshore renewable energy technologies.

Offshore renewable energy draws on the natural energy provided by wind, wave and tide to convert it into electricity for industry and domestic consumption.

Offshore wind is the most advanced technology, using fixed wind turbines in coastal areas, while floating wind is a developing technology more suited to deeper water. In 2018, offshore wind provided a tiny fraction of global electricity supply, but it is set to expand strongly in the coming decades into a USD 1 trillion business, according to the International Energy Agency (IEA). It says that turbines are growing in size and in power capacity, which in turn is "delivering major performance and cost improvements for offshore wind farms".

The global offshore wind market grew nearly 30% per year between 2010 and 2018, according to the IEA, due to rapid technology improvements, It calculated that about 150 new offshore wind projects are in active development around the world. Europe in particular has fostered the technology's development, led by Britain, Germany and Denmark, but China added more capacity than any other country in 2018.

A report for the Irish Wind Energy Assocation (IWEA) by the Carbon Trust – a British government-backed limited company established to accelerate Britain's move to a low carbon economy - says there are currently 14 fixed-bottom wind energy projects, four floating wind projects and one project that has yet to choose a technology at some stage of development in Irish waters. Some of these projects are aiming to build before 2030 to contribute to the 5GW target set by the Irish government, and others are expected to build after 2030. These projects have to secure planning permission, obtain a grid connection and also be successful in a competitive auction in the Renewable Electricity Support Scheme (RESS).

The electricity generated by each turbine is collected by an offshore electricity substation located within the wind farm. Seabed cables connect the offshore substation to an onshore substation on the coast. These cables transport the electricity to land from where it will be used to power homes, farms and businesses around Ireland. The offshore developer works with EirGrid, which operates the national grid, to identify how best to do this and where exactly on the grid the project should connect.

The new Marine Planning and Development Management Bill will create a new streamlined system for planning permission for activity or infrastructure in Irish waters or on the seabed, including offshore wind farms. It is due to be published before the end of 2020 and enacted in 2021.

There are a number of companies aiming to develop offshore wind energy off the Irish coast and some of the larger ones would be ESB, SSE Renewables, Energia, Statkraft and RWE.

Is there scope for community involvement in offshore wind? The IWEA says that from the early stages of a project, the wind farm developer "should be engaging with the local community to inform them about the project, answer their questions and listen to their concerns". It says this provides the community with "the opportunity to work with the developer to help shape the final layout and design of the project". Listening to fishing industry concerns, and how fishermen may be affected by survey works, construction and eventual operation of a project is "of particular concern to developers", the IWEA says. It says there will also be a community benefit fund put in place for each project. It says the final details of this will be addressed in the design of the RESS (see below) for offshore wind but it has the potential to be "tens of millions of euro over the 15 years of the RESS contract". The Government is also considering the possibility that communities will be enabled to invest in offshore wind farms though there is "no clarity yet on how this would work", the IWEA says.

Based on current plans, it would amount to around 12 GW of offshore wind energy. However, the IWEA points out that is unlikely that all of the projects planned will be completed. The industry says there is even more significant potential for floating offshore wind off Ireland's west coast and the Programme for Government contains a commitment to develop a long-term plan for at least 30 GW of floating offshore wind in our deeper waters.

There are many different models of turbines. The larger a turbine, the more efficient it is in producing electricity at a good price. In choosing a turbine model the developer will be conscious of this ,but also has to be aware the impact of the turbine on the environment, marine life, biodiversity and visual impact. As a broad rule an offshore wind turbine will have a tip-height of between 165m and 215m tall. However, turbine technology is evolving at a rapid rate with larger more efficient turbines anticipated on the market in the coming years.

 

The Renewable Electricity Support Scheme is designed to support the development of renewable energy projects in Ireland. Under the scheme wind farms and solar farms compete against each other in an auction with the projects which offer power at the lowest price awarded contracts. These contracts provide them with a guaranteed price for their power for 15 years. If they obtain a better price for their electricity on the wholesale market they must return the difference to the consumer.

Yes. The first auction for offshore renewable energy projects is expected to take place in late 2021.

Cost is one difference, and technology is another. Floating wind farm technology is relatively new, but allows use of deeper water. Ireland's 50-metre contour line is the limit for traditional bottom-fixed wind farms, and it is also very close to population centres, which makes visibility of large turbines an issue - hence the attraction of floating structures Do offshore wind farms pose a navigational hazard to shipping? Inshore fishermen do have valid concerns. One of the first steps in identifying a site as a potential location for an offshore wind farm is to identify and assess the level of existing marine activity in the area and this particularly includes shipping. The National Marine Planning Framework aims to create, for the first time, a plan to balance the various kinds of offshore activity with the protection of the Irish marine environment. This is expected to be published before the end of 2020, and will set out clearly where is suitable for offshore renewable energy development and where it is not - due, for example, to shipping movements and safe navigation.

YEnvironmental organisations are concerned about the impact of turbines on bird populations, particularly migrating birds. A Danish scientific study published in 2019 found evidence that larger birds were tending to avoid turbine blades, but said it didn't have sufficient evidence for smaller birds – and cautioned that the cumulative effect of farms could still have an impact on bird movements. A full environmental impact assessment has to be carried out before a developer can apply for planning permission to develop an offshore wind farm. This would include desk-based studies as well as extensive surveys of the population and movements of birds and marine mammals, as well as fish and seabed habitats. If a potential environmental impact is identified the developer must, as part of the planning application, show how the project will be designed in such a way as to avoid the impact or to mitigate against it.

A typical 500 MW offshore wind farm would require an operations and maintenance base which would be on the nearby coast. Such a project would generally create between 80-100 fulltime jobs, according to the IWEA. There would also be a substantial increase to in-direct employment and associated socio-economic benefit to the surrounding area where the operation and maintenance hub is located.

The recent Carbon Trust report for the IWEA, entitled Harnessing our potential, identified significant skills shortages for offshore wind in Ireland across the areas of engineering financial services and logistics. The IWEA says that as Ireland is a relatively new entrant to the offshore wind market, there are "opportunities to develop and implement strategies to address the skills shortages for delivering offshore wind and for Ireland to be a net exporter of human capital and skills to the highly competitive global offshore wind supply chain". Offshore wind requires a diverse workforce with jobs in both transferable (for example from the oil and gas sector) and specialist disciplines across apprenticeships and higher education. IWEA have a training network called the Green Tech Skillnet that facilitates training and networking opportunities in the renewable energy sector.

It is expected that developing the 3.5 GW of offshore wind energy identified in the Government's Climate Action Plan would create around 2,500 jobs in construction and development and around 700 permanent operations and maintenance jobs. The Programme for Government published in 2020 has an enhanced target of 5 GW of offshore wind which would create even more employment. The industry says that in the initial stages, the development of offshore wind energy would create employment in conducting environmental surveys, community engagement and development applications for planning. As a site moves to construction, people with backgrounds in various types of engineering, marine construction and marine transport would be recruited. Once the site is up and running , a project requires a team of turbine technicians, engineers and administrators to ensure the wind farm is fully and properly maintained, as well as crew for the crew transfer vessels transporting workers from shore to the turbines.

The IEA says that today's offshore wind market "doesn't even come close to tapping the full potential – with high-quality resources available in most major markets". It estimates that offshore wind has the potential to generate more than 420 000 Terawatt hours per year (TWh/yr) worldwide – as in more than 18 times the current global electricity demand. One Terawatt is 114 megawatts, and to put it in context, Scotland it has a population a little over 5 million and requires 25 TWh/yr of electrical energy.

Not as advanced as wind, with anchoring a big challenge – given that the most effective wave energy has to be in the most energetic locations, such as the Irish west coast. Britain, Ireland and Portugal are regarded as most advanced in developing wave energy technology. The prize is significant, the industry says, as there are forecasts that varying between 4000TWh/yr to 29500TWh/yr. Europe consumes around 3000TWh/year.

The industry has two main umbrella organisations – the Irish Wind Energy Association, which represents both onshore and offshore wind, and the Marine Renewables Industry Association, which focuses on all types of renewable in the marine environment.
