European marinas are being mapped on the EU-funded European Marine Observation and Data Network (EMODnet) as part of an initiative to give recreational boating greater visibility in maritime spatial planning. The project comes as competition for European coastal and marine space increases, driven by the expansion of offshore renewable energy, aquaculture, shipping, conservation areas and other activities.
Under the EU Maritime Spatial Planning Directive, governments must plan how to allocate marine space among competing uses.
The boating industry says that without reliable marina information available to planners, recreational boating risks being overlooked when decisions are made on coastal access and the use of waters around Europe.
Filling a Marina Data Gap
Marina information is currently spread across navigation applications, national registers and regional organisations, using different formats, measurements and languages.
EMODnet already brings together marine information from national data centres, hydrographic and geological surveys, research institutes and biodiversity organisations. Its datasets cover seven main themes — bathymetry, biology, chemistry, geology, physics, seabed habitats and human activities — and are made publicly available in standardised formats.
The Human Activities data includes ports, offshore wind farms, commercial shipping routes, aquaculture and protected marine areas.
However, the lack of a comprehensive marina layer has made it harder for planners to assess recreational boating alongside other demands on coastal waters.
European Marina Organisations Join Project
Cogea BIP Group, which leads EMODnet's Human Activities theme, has partnered with TransEurope Marinas and European Boating Industry to begin aggregating and harmonising basic marina information from across Europe.
The organisations first agreed on a common definition of what should qualify for inclusion. A marina is defined for the project as a sheltered harbour or basin primarily intended for the secure berthing and landing of leisure craft, with appropriate shoreside and waterside facilities.
Relevant dry-stack facilities with pontoons can be included, while harbours without facilities are excluded. An initial threshold of 50 berths has also been established to identify significant facilities.
More Marina Data Sought
The first datasets have been supplied by the Association of Estonian Marine Industries, Fédération Française des Ports de Plaisance, The Yacht Harbour Association and TransEurope Marinas.
The information can now be viewed through EMODnet alongside marina points and polygons sourced from OpenStreetMap. Further national organisations are preparing marina listings, with plans to expand geographical coverage and eventually add information on key services available at individual facilities.
National associations, marina networks and other organisations are being invited to contribute information covering coastal and inland marinas with more than 50 berths.
The initiative is intended to establish recreational boating as a more clearly identifiable use of European coastal space, allowing marina infrastructure to be considered alongside other activities when marine planning decisions are made.
