The Government has approved the drafting of the Maritime Area Planning (Marine Protected Areas) (Amendment) Bill 2026. The move will amend the Maritime Area Planning Act 2021 and will provide a legislative basis for the designation and effective management of Marine Protected Areas (MPAs) in Irish waters.
It will also provide for a number of other amendments to the Maritime Area Planning Act 2021 that will further support the regulatory system and ensure streamlined, effective, and efficient delivery of maritime planning in Ireland, as well as support critical infrastructure, according to Minister for Climate, Energy and the Environment Darragh O’Brien.
The Maritime Area Planning (Marine Protected Areas) (Amendment) Bill will amend the Maritime Area Planning Act 2021 to allow for the designation and effective management of MPAs using the Act’s existing spatial planning tool – namely Designated Maritime Area Plans (DMAPs), his department says.
This approach will ensure the delivery of critical infrastructure, whilst also underpinning robust marine protection.
Work on a national DMAP is currently in progress.
Environmental group Fair Seas has welcomed the publication of the Heads of the Maritime Area Planning (Marine Protected Areas) (Amendment) Bill, describing it as an important milestone in Ireland's efforts to better protect its marine environment.
