Waterways Ireland advises masters of vessels and waterway users that Drumleague Lock on the Shannon Navigation’s Lough Allen Canal will be closed from Tuesday 18 to Saturday 29 April to facilitate emergency repair works to the lock gates.

Waterways Ireland advises masters of vessels on the Shannon Navigation that in-river works for the construction of the Killaloe Bypass bridge commence Monday 17 April and are expected to continue for several months until December.

The bridge is being constructed around 1km downstream of the existing Killaloe–Ballina bridge.

Plant and other equipment that will be operating on the navigation during these in-river works include the following:

  • Jack-up piling barge, 22m x 17m x 2.44m
  • Stabilising crane barge, 30m x 23m x 1.88m
  • Piling rig, 85t
  • Crawler crane, 130t
  • Tugboat/pusher boat Tiger 2
  • Dumb barge, 23m x 9m
  • Landing craft
  • Safety boat
  • Landing pontoon and gangways

Piling will commence on Tuesday 2 May with three bridge piers being constructed in the navigation by December, the cross-border body for Ireland’s inland waterways says.

A buoyed navigation channel has been provided for 100 metres either side of the in river works since Friday 14 April. The navigation channel will be to the west side of the barges/pontoons from Monday 17 April to Wednesday 31 May.

Masters of vessels are requested to proceed at slow speed, with additional caution in the vicinity of the works, and to follow the instructions of the safety boat crew.

Waterways Ireland advises masters of craft wishing to make passage on the Royal Canal in Dublin that a navigation restriction is to be applied to use of the 10th Lock in Ashtown for boat passage.

The maximum beam of craft that will be permitted to pass through this lock will now be restricted to 3.5 metres, the cross-border body for Ireland’s inland waterways says.

This restriction is necessary due to structural checks recently undertaken on the lock, which identified a need for limiting the size of craft that could pass through the lock, it adds.

Waterways Ireland advises masters of vessels and waterway users on Lough Ree on the Shannon Navigation that Red Conical No 616, north of Hare Island, has moved off station.

A temporary red navigation marker has been installed at this location. Masters of vessels are urged to proceed with additional caution in the area, the cross-border body for Ireland’s inland waterways adds.

Waterways Ireland advises masters of vessels and users of the Grand Canal in Dublin that the waterway between Lock 5 at Kylemore Road and Grand Canal Dock will be closed from Wednesday 12 to Saturday 15 April inclusive to facilitate the visit of US President Joe Biden to Ireland this week.

Waterways Ireland is “continuing to examine options” for the graving docks at Dublin’s Grand Canal Dock, according to the Minister for Heritage.

Responding to a recent written question from Dublin Bay South TD Chris Andrews regarding the graving docks and their intended future use, Minister Darragh O’Brien said the site, also known as City Block 19, “is designated within the North Lotts and Grand Canal Strategic Development Zone (SDZ) for residential, commercial and community development”.

He added: “Waterways Ireland is continuing to examine options including a potential disposal of the site. Should a disposal be progressed a minimum reserve price would be placed on the site reflecting a fair market value.”

As previously reported on Afloat.ie, plans to sell off the heritage graving docks in Ringsend have been mooted for more than two years.

The cross-border body for Ireland’s inland waterways confirmed in February 2021 that it was “considering a range of options” regarding the sale of the site, which is one of the last undeveloped land parcels of the Docklands Strategic Development Zone.

Waterways Ireland advises masters of vessels on the Shannon Navigation and Shannon-Erne Waterway that the 2022-23 winter mooring period for public harbours on these navigations has ended as of Friday 31 March.

The cross-border body for Ireland’s inland waterways adds that Shannon Navigation Bye-law No. 17(3) now applies: vessels should not berth in the same harbour for longer than the statutory period of five consecutive days nor more than a total of seven days in any one month.

Waterways Ireland advises masters of vessels and users of the Grand Canal in Dublin that works to Camden Lock in Grand Canal Dock will commence on Monday 3 April.

This will involve the lowering of the water level in Grand Canal Dock by approximately 400mm to accommodate the works on the sea lock.

Water levels were gradually lowered during past week commencing Monday 27 March and will remain low for a period of eight weeks.

Masters of vessels should contact Waterways Ireland prior to undertaking passage in Grand Canal Dock during the works, the cross-border body for Ireland’s inland waterways adds.

Waterways Ireland advises users of the Barrow Navigation that the trackway section of the Barrow Way from Graiguenamanagh Bridge to 100m south of Upper Tinnahinch Lock is closed until Friday 7 April.

This is to accommodate Carlow County Council’s undertaking of site investigation works for Graiguenamanagh/Tinnahinch Flood Relief Scheme.

The trackway was closed on Tuesday 28 March and there will be no public access daily from 8am to 7pm, with restricted public access at all other times. Local property access will be accommodated, the cross-border body for Ireland’s inland waterways adds.

Fermanagh and Omagh District Council has established a new tourism partnership which will work to enhance and strengthen local tourism through the delivery of the Visitor Experience Development Plan (VEDP) for Fermanagh Lakelands, Omagh and the Sperrins.

The partnership met in Enniskillen for the first time last Tuesday 21 March to commit to realising the ambition set out within the VEDP for a regenerative, year-round tourism destination.

It includes members from Fermanagh and Omagh District Council, Tourism NI, Waterways Ireland, Tourism Ireland, Fáilte Ireland, DAERA, Cuilcagh Lakelands Geopark, Department for Communities, Fermanagh Lakeland Tourism, Loughs Agency, National Trust, South West College, Sperrins Partnership Project, National Museums NI and Invest NI.

The inaugural meeting of the VEDP Delivery Partnership is a key milestone in the delivery of the development plan and, alongside the core membership, the partnership is working on plans to establish inclusive industry and community engagement models.

The VEDP is a 10-year destination roadmap that will focus on regenerative tourism, delivering authentic visitor experiences, while benefitting local communities, businesses and the environment.

Funded and developed by Fermanagh and Omagh District Council, Tourism NI and Waterways Ireland, the VEDP will create greater alignment locally across the tourism sector through stronger collaboration from key delivery organisations and a more joined-up approach to tourism development.

Councillor Barry McElduff, chair of Fermanagh and Omagh District Council said: “The Fermanagh Lakelands and Omagh and the Sperrins is a truly beautiful part of the world in which to live, work and visit. We are keen to share this with visitors locally, nationally, and internationally.

“A key part of the vision set out in the VEDP is that our visitors become temporary locals when they are here. Through delivery of memorable moments, we will inspire our visitors to share their experience and encourage them to return.”

The Half Ton Class was created by the Offshore Racing Council for boats within the racing band not exceeding 22'-0". The ORC decided that the rule should "....permit the development of seaworthy offshore racing yachts...The Council will endeavour to protect the majority of the existing IOR fleet from rapid obsolescence caused by ....developments which produce increased performance without corresponding changes in ratings..."

When first introduced the IOR rule was perfectly adequate for rating boats in existence at that time. However yacht designers naturally examined the rule to seize upon any advantage they could find, the most noticeable of which has been a reduction in displacement and a return to fractional rigs.

After 1993, when the IOR Mk.III rule reached it termination due to lack of people building new boats, the rule was replaced by the CHS (Channel) Handicap system which in turn developed into the IRC system now used.

The IRC handicap system operates by a secret formula which tries to develop boats which are 'Cruising type' of relatively heavy boats with good internal accommodation. It tends to penalise boats with excessive stability or excessive sail area.

Competitions

The most significant events for the Half Ton Class has been the annual Half Ton Cup which was sailed under the IOR rules until 1993. More recently this has been replaced with the Half Ton Classics Cup. The venue of the event moved from continent to continent with over-representation on French or British ports. In later years the event is held biennially. Initially, it was proposed to hold events in Ireland, Britain and France by rotation. However, it was the Belgians who took the ball and ran with it. The Class is now managed from Belgium.
