Minister for Environment Eamon Ryan has rejected claims that he is impeding development of floating offshore wind and criticised “false promises” made by politicians

As The Irish Independent reports, Ryan was responding to comments by Fianna Fáil senator Lisa Chambers where she claimed he and his party were “getting green wrong”.

Senator Chambers, who is a European election candidate, had accused him and his party of ignoring the wind potential off the coast of her western constituency and refusing to develop floating turbines.

Ryan, who published the Future Framework for offshore wind earlier this week, said that floating wind farm technology was not sufficiently developed to cope with conditions in Irish waters.

“I would love to see floating offshore wind deployable today because that’s really our big opportunity,” he said.

“But I’m sorry I have to inform some of our colleagues in government that it’s not technically available or viable today,” he said.

Pointing out that floating wind off Scotland operates in wave heights of 10 metres, Ryan said that Ireland had 18-metre wave height and limited safe shipping days off the west coast.

“We need the technology to evolve further,"he said, and this is what industry major players were saying.

Oceanographers at Bangor University in Wales are calling for research into the environmental impact of turbulence caused by tidal flow past floating deep-water wind farms.

New research is needed to fully understand how locating varying types of wind turbines could affect not only the seabed, but the waters, and everything they contain, according to Dr Ben Lincoln of Bangor University.

Britain leads offshore wind energy production globally, with current power generation meeting one-third of the national demand (~10GW), and floating wind in deep shelf sea areas has been identified as a major route in the “net zero” goal.

A current target to produce 50GW by 2030 is an increase of 67% on the target set just 12 months ago.

However, Dr Lincoln and fellow researchers notes that offshore sites at a depth of over 50 metres are very different in nature to shallow coastal sites used so far.

They say that with an additional 20,000 wind turbines set to be built in British water, there is a need to ensure full awareness of the positive and negative effects their presence could have on the surrounding environment.

“Our shelf seas are fully mixed during winter, but during summer months the deeper regions stratify, with a warm surface layer overlying the cooler water below,”Dr Lincoln has said in a statement.

“ This triggers a phytoplankton bloom which can be seen from space and forms the base of the marine food chain, supporting fish, seabirds and whales,”he explains.

“ During summer months following the spring bloom, phytoplankton growth is supported by nutrients stirred up from below by turbulence associated with wind and tides. This turbulence also mixes oxygen down to the deep water, where it is required for other key biological processes,”he notes.

“Environmental assessments for the shallow shelf seas have focused on wildlife using or living within the affected areas. The difference with the deeper seas is that the fundamental functioning of the seas themselves could be affected,” Lincoln says.

“Turbulent mixing determines the timing and rate of the food supply on which marine ecosystem and key species rely. Flow past deep water wind farms will introduce ‘anthropogenic’ or man-made turbulence, and increase mixing,”he says.

“ This fundamental change could lead to significant regional impacts, which must be assessed. However, impacts are not necessarily negative, with the potential to enhance productivity and offset the impact of increasing stratification due to climate change,”he says.

“There’s no doubt that this growth in renewable energy is essential to meet global 2050 net zero commitments,” he says.

RTÉ News reports that the ESB has put before planners its proposal for an offshore wind turbine production base at its Moneypoint plant.

The pre-consultation on the planned facility, envisaged as part of the ESB’s multi-billion-euro Green Atlantic @ Moneypoint programme, will continue till June but formal plans are not expected to go before An Board Pleanála until 2024.

“Moneypoint will become a centre for the construction and deployment of floating wind,” a spokesperson said of the proposed facility, part of the ESB’s plans to evolve the West Clare station from coal power into a green energy hub.

The State-owned power company outlined benefits of the site such as its existing deepwater access, and its potential to “a significant number of direct jobs in the Mid-West region”.

Elsewhere, a Dutch offshore energy firm is proposing a £1 billion investment off Northern Ireland that could generate power for up to half a million homes.

As the Belfast Telegraph reports, SBM Offshore says it is investigation two sites in the North Channel for a series of “new generation floating wind turbines”.

“The two sites would generate a combined 400MW, representing 13% of Northern Ireland’s energy needs and up to 57% of domestic requirement,” project director Niamh Kenny said.

Mixed Two Person Offshore Keelboat

For the first time in sailing's Olympic history, a Mixed Two Person Offshore Keelboat event will be on the slate at the Paris 2024 Olympic Sailing Competition.

The Mixed Two Person Offshore Keelboat will join kiteboarding, windsurfing, multihulls, singlehanded and doublehanded dinghies and skiffs, promoting the diversity of the sport. This, in turn, will support World Sailing's desire to promote and grow universality in all disciplines and increase female participation with gender-equal medals and athletes.

Offshore sailing is the ultimate test of endurance, skill, discipline, navigation and critical decision making.

Embracing a major part of sailing in the Paris 2024 Olympic Games will enable new stars of the sport to come to the forefront.

Qualification

Offshore sailing is a universal discipline that every World Sailing Member National Authority (MNA) can participate in.

Up to 20 nations will be on the start line at Paris 2024 and sailors from every continent will be represented. To qualify for the Olympic Games, continental qualification events will be held and competition for a spot will be hotly contested.

Equipment

For qualification events, World Sailing will approve a list of one-design boats that are already regionally available and can be accessed as a charter boat. Boats will be equalised to ensure fair competition.

For Paris 2024, World Sailing's Council will select a list of different Equipment it considers to meet the key criteria by 31 December 2020 and then make a decision on the Equipment, selecting from the list, no later than 31 December 2023.

MNAs, Class Associations and Manufacturers have all been invited to propose Equipment for the list and a World Sailing Working Party will evaluate each proposal. A recommended list will be presented to Council for approval in November 2020.

This recommended Equipment list will ensure that event organisers, MNAs and the sailors have opportunities to train and compete in Equipment that is readily available and affordable within their continent and country. It will also ensure each MNA has a fair opportunity to prepare for qualification events and eventually, Paris 2024.

Format

Starting and finishing in Marseille, the Mixed Offshore event is expected to last for either three days and two nights or four days and three nights off the French coastline and whoever crosses the finish line first will be declared Olympic champion.

The race course and length will be announced in the lead up to the start so the competition can take advantage of the latest weather forecast. Current options proposed include long and short courses heading towards the West and East of France.

Safety and Security

The French Navy and Mediterranean forces have extensive experience of supporting major oceanic sailing races. They will provide safety and security at Paris 2024.
