Streamlining the aquaculture regulatory system is to be considered by the Joint Committee on Fisheries and Maritime Affairs on Tuesday (Sept 22).
IFA Aquaculture chief executive Teresa Morrissey is among those invited to the public session where pre-legislative scrutiny of the Fisheries (Amendment) Bill 2026 will take place with stakeholders.
The public session beginning at 1145am will also hear from: Finian O’Sullivan, Chair IFA Aquaculture Committee, IFA Aquaculture; Catherine McManus, IFA Aquaculture Vice-Chair, IFA Aquaculture; Lee Hunter, Committee Member, IFA Aquaculture; Emma Armshaw, Marine & Coastal Policy Officer, Sustainable Water Network.
John Murphy, Manager, Salmon Watch Ireland, Sustainable Water Network; Dr Elaine McGoff, Head of Advocacy, An Taisce-The National Trust for Ireland, Sustainable Water Network; and Karin Dubsky, Director, Coastwatch, Sustainable Water Network have also been invited to attend.
Committee cathaoirleach Conor McGuinness said: “The General Scheme of the Fisheries (Amendment) Bill 2026 proposes to amend the Fisheries (Amendment) Act 1997 and Foreshore Act 1933 to provide the legislative framework to streamline the regulatory system.
“The Draft Bill proposes to streamline the process for the grant of an aquaculture licence and amend the treatment of licence holders whose licences are allowed to lapse."
He said the key provisions of the Bill include:
- That a renewal application for an aquaculture licence should be submitted to the minister more than 24 months before the licence expires, allowing that time for the processing of the licence;
- Sections 19A(1) and (4) as inserted by section 101(c) of the Act of 2006, which provided for the renewal of an aquaculture licence after its expiration, are removed;
- The licensing authority, when considering an application for an aquaculture licence or an appeal against a decision on an application for a licence or a revocation or amendment of a licence, is to take account of relevant acts of the institutions of the European Union;
- The minister may revoke a licence without compensation where harm is caused to the environment.
“The committee looks forward to examining the draft Heads of Bill with our stakeholders, This is the first of two meetings with stakeholders and will be followed next week with an engagement with officials from the Department of Agriculture, Food and the Marine, and relevant State agencies.”
