The 2027 IRC Rule has been published following this month's international IRC Congress, with changes focused on clarifying existing requirements rather than making major alterations to yacht ratings.
For Irish cruiser-racing sailors, the publication is particularly relevant to fleets competing under IRC. The Irish Cruiser Racing Association (ICRA), which represents cruiser racing nationally and is involved in Irish handicapping policy, has its 2027 National Championships scheduled for Dún Laoghaire. The rule also arrives amid continuing discussion of IRC and ORC handicapping in Irish cruiser racing.
The RORC Rating Office says the amendments, agreed at the annual Congress, are intended to make the international yacht rating rule easier for sailors and race organisers to understand and apply, without materially changing current rating processes.
Storm Sails and Flying Headsails
Among the changes are clearer provisions governing how sails are set and sheeted, with explicit references to both the Racing Rules of Sailing and the Offshore Special Regulations (OSR).
The revised wording reinforces the OSR requirements for attaching and setting storm and heavy-weather sails. In particular, a storm jib must not be set alongside another sail forward of the forward mast spar.
Rules concerning flying headsails have also been reorganised to clarify their definitions and conditions of use, although the underlying requirements remain unchanged.
Stored Power and Hull Modifications
Further amendments clarify how stored power is treated in relation to moveable and variable ballast and hull appendages.
A change to the Age Date definition confirms that modifying a yacht's hull beam will reset its Age Date. A new definition of “Tack Point” simplifies related measurement provisions, while the definition of aft rigging has been refined for twin-masted boats.
The publication follows Afloat's report on the 2026 IRC Congress, which also considered a longer-term strategy for the rating system and proposals for an enhanced technical assurance framework for high-performance racing.
Effective from January 2027
The new IRC Rule takes effect on 1 January 2027, except in countries operating a June-to-May certificate validity period, where it applies from 1 June 2027.
The full 2027 IRC Rule and summary of changes are available from the IRC website, along with the 2026 Congress minutes and supporting papers.
