Defending ILCA 7 World Champion Willem Wiersema was forced to retire from Race 5 on Dublin Bay after receiving his second Rule 42 penalty of the championship, as on-the-water judges recorded 29 Rule 42 actions across the opening five races.
The Dutch sailor was first penalised for pumping in Race 2 on Tuesday, when he took a Two Turns Penalty.
Wiersema was penalised for pumping again in Wednesday's Race 5 and, as required for a second penalty under the special Rule 42 procedures, retired from the race.
He was not alone among leading competitors to attract the attention of the on-the-water judges during the qualifying series.
Germany's Ole Schweckendiek, who completed qualifying second overall, received a Two Turns Penalty for rocking in Race 5.
Hong Kong's Nicholas Halliday received a Two Turns Penalty for sculling in Race 4, while Korea's Jeemin Ha was penalised for pumping in the same race.
Ireland's Fiachra McDonnell received a Two Turns Penalty for sculling in Race 1.
In all, the championship's published Rule 42 record contains 29 actions involving 27 sailors across the first five races, predominantly for rocking, pumping and sculling.
American Robert Meek was the other sailor to receive a second penalty. After taking Two Turns for rocking in Race 2, he was recorded as retired following another rocking penalty in Race 5.
Under Appendix P of the Racing Rules of Sailing, a first Rule 42 penalty normally requires a Two-Turns Penalty. A second penalty during the event requires the boat to promptly retire from that race.
Rule 42 governs propulsion and restricts sailors from using actions including pumping, rocking and sculling to propel their boats.
