Sligo Bay RNLI’s volunteer crew were requested to launch by Malin Head Coast Guard shortly after 4pm on Sunday (17 September) to assist a lone sailor aboard a 38ft yacht eight miles out at sea.

The inshore lifeboat Sheila and Dennis Tongue at launched at 4.17pm with four crew members onboard and was on scene half an hour later amid good sea conditions.

Following an assessment, the lifeboat crew found the sailor to be fine but the wind had dropped and the yacht had experienced engine failure so was not able to make any headway.

The sailor reacting quickly, had called 999 and requested assistance from the coastguard who in turn paged the lifeboat.

A lifeboat crew member went onboard to assist the sailor with setting up a tow before the yacht was brought to the nearest safe port in Sligo town.

Speaking after the rescue, Sligo Bay RNLI helm Michael Waters said: “We launched to a 38ft steel-hull yacht with one crew onboard that found itself becalmed due to no wind and engine failure eight miles west of the Wheat Rock buoy.

“One of the lifeboat crew was put onboard to help the sailor with the tow back to Sligo. The tow was quickly established, and we proceed to the pontoon in Sligo town arriving at 7.20pm.”

Once the yacht was safely tied up, the lifeboat returned to the station where it was was washed down, refuelled and made ready for service again by the volunteer shore crew.

Arranmore RNLI in Co Donegal rescued a kayaker on rocks at Owey Island on Sunday afternoon (10 September).

The volunteer crew were asked to launch their all-weather lifeboat by Malin Head Coast Guard at 2.50pm to reports of a kayaker in difficulty on rocks at Owey Island, a five-minute journey from the RNLI station.

On arrival at the scene, the lifeboat was joined by the Bunbeg Coast Guard boat, the Irish Coast Guard’s Sligo-based helicopter Rescue 118 and local boats.

The lifeboat located the empty kayak and proceeded to search the area around Owey Island and the wider area for the missing kayaker but was unable to locate him.

Arranmore RNLI mechanic Philip McCauley suggested to Malin Head Coast Guard that the caves at Owey Island were a popular exploration spot for kayakers and canoes. They proceeded to search the area by the Bunbeg Coast Guard drone and the casualty was soon located.

It emerged that the kayaker was going to explore the cave when a large swell backed him into the opening, overturned his boat and tossed him onto the rocks. He had managed to alert the Coast Guard and clung onto the rocks until he was located by the lifeboat.

Sea conditions at the area made the rescue more difficult with a high ground swell and breaking surf.

As the tide turned and sea conditions improved, the lifeboat launched the Y boat — a small inflatable daughter boat capable of entering shallow water and small confined areas, launched from the stern of the lifeboat — with volunteer crew members Evan O’Donnell and JJ O’Donnell onboard and they proceeded into the cave where they brought the casualty onboard and transferred him to the lifeboat for assessment.

The lifeboat then transferred the casualty to the Bunbeg Coast Guard boat and the crew took him ashore and he was subsequently taken onboard Rescue 118 for transfer to Letterkenny University Hospital.

Speaking on return from service, McCauley said: “We are really pleased at the positive outcome of this call. I would particularly like to commend our two crew members JJ O’Donnell and Evan O’Donnell who were in charge of the Y boat in challenging sea conditions and brought the casualty to safety. They did a fantastic job and we are lucky to have crew members of their calibre onboard the crew. All our volunteer crew members are very dedicated and don’t hesitate to answer the call to save lives.”

Coxswain Seán O’Donnell also thanked the boats from the local area who provided assistance in the search. He said: “This was a great joint effort with the Bunbeg Coast Guard boat, Rescue 118 and all the boats who took part in this rescue. It was this joint cooperation between all the rescue services and the local boat crews that was instrumental in bringing a positive outcome in the search and saving the life of the man.”

Arranmore RNLI’s crew on the service were coxswain Seán O’Donnell, mechanic Philip McCauley and volunteer crew members Aisling Cox, Evan O’Donnell, JJ O’Donnell, Jamie Neeson, Sharon O’Donnell and Mickey Dubh McHugh.

Meanwhile, on Saturday (9 September), the crew were called out at 6.40pm to a medevac from the island, where they transferred the patient to a waiting ambulance in Burtonport to be brought to Letterkenny University Hospital for assessment.

Sligo Bay RNLI's volunteer crew were requested to launch at 2.10pm on Sunday afternoon (10 September) to reports of three people in difficulty off Inishmurray Island.

The three were on a boat which had earlier left from Mullaghmore Harbour on a fishing trip. However, during their trip, the boat experienced engine failure.

Answering their pagers, the volunteer crew were at the station, onboard the inshore lifeboat Sheila and Denis Tongue and under way in nine minutes.

Weather conditions at the time were favourable and contact was made with a local angling boat who was close to the scene, and they stood by the casualty vessel until the lifeboat arrived.

On arrival at the scene, some four miles off the coast, an assessment was carried out and it was decided to take all three people aboard the lifeboat and the crew then set up a tow with the casualty vessel and brought them back to Mullaghmore Harbour, where all were put safely ashore at the boat tied up.

Speaking after the call-out, Sligo Bay RNLI lifeboat operations manager Willie Murphy said: “Thankfully the outcome was successful. All three people were wearing lifejackets and had a means of communication.”

The volunteer crew of Howth RNLI are urging anyone planning a trip to the coast, beach or inland waters over the weekend to stay safe amid the continued good spell of warm weather forecast.

This follows a busy period for the crew who launched five times last weekend to people in distress.

On Saturday (2 September), the inshore lifeboat was launched to recover three people who had been cut off by the rising tide while walking along the coastline.

On Sunday morning (3 September) the inshore lifeboat was launched to assist a powerboat with people onboard which had suffered engine failure. The crew returned the powerboat to Howth Harbour and prepared the lifeboat for its next service.

Shortly before 3pm, the crew launched the inshore lifeboat to assist a swimmer who had suffered an injury at a swimming spot in Balscadden Bay. The crew took the injured person onboard the lifeboat and provided casualty care before transferring them to an ambulance.

Later that evening, a distress call was made from a yacht with 11 people onboard which had run aground at the entrance to Malahide Harbour. Both the inshore and all-weather lifeboats were launched.

The children onboard the yacht were taken ashore and the crew attempted to free the yacht from the sand. After a number of attempts, a decision was taken to await the rising tide that night. The lifeboats returned to station and were made ready for their next service.

The volunteer crew launched the all-weather lifeboat at 11.20pm that night at high tide and proceeded to assist the yacht, which was floated and its fouled propeller freed. The yacht was then escorted into Malahide Harbour.

Speaking ahead of the weekend, Howth RNLI coxswain Fred Connolly said: “Thankfully our crews were able to respond quickly to all those in distress last weekend which led to positive outcomes in all cases.

“With large numbers expected to visit Howth this weekend for the Howth Maritime and Seafood Festival, and as this period of good weather looks set to continue, we’d like to encourage people to enjoy themselves but also to be mindful of their personal safety.

“Check weather and tide times before venturing out on the water and always check local signage for safety and hazards. Always carry a means of communication such as a VHF radio or mobile phone in a waterproof pouch and let someone know where you are going and when you are due back.

“If you go swimming and you find yourself in a rip current, do not swim against or it or you will get exhausted. If you can, stand up and wade, or swim parallel to the shore until you are free of the rip, then head to shore.

“If you can, raise your hand and call for help — and remember to Float to Live if you can’t make it back or become too tired. To do this, tilt your head back with ears submerged and try to relax and control your breathing. Use your hands to help you stay afloat and call for help or swim to safety if you can.

“If you get into difficulty or see someone else in trouble, call 999 or 112 and ask for the coastguard.”

Wicklow RNLI brought three fishermen to safety on Wednesday morning (6 September) after their vessel developed mechanical problems north-east of Wicklow Harbour.

Under the command of coxswain Alan Goucher, the all-weather lifeboat Joanna and Henry Williams slipped its mooring at 8.55am to reports of a fishing boat with engine failure.

The volunteer lifeboat crew located the casualty vessel 35 minutes after launching in a position some 12 miles northeast of Wicklow Harbour.

Conditions on scene had a mild Force 1 north-eastery wind and moderate calm seas, but visibility was incredibly poor at only 100 metres.

After an assessment of the situation was carried out by the coxswain, it was decided a tow was the best option given the casualty vessel’s engine failure.

The tow was established and a course set for Wicklow Harbour, with the casualty vessel being secured alongside at 11am.

Speaking after the call-out, Goucher said: “The visibility on scene was incredibly poor and it required extensive navigation skills to safely find the casualty and her crew.

“All the volunteer crew’s training for these types of conditions was put to very good use today.

“We would like to remind everyone to have an effective means of communication in case of an emergency. That communication helped us locate the casualty today.”

Aran Islands RNLI’s all-weather lifeboat responded to a medical evacuation request from Inis Mór on Tuesday (5 September).

The patient was transferred safely aboard the lifeboat under the supervision of the volunteer crew at the pontoon at Kilronan Harbour and the lifeboat headed straight for Rossaveal Harbour.

Conditions at the time of launching were fair with a Force 4 north-easterly wind blowing and slight seas.

The crew on Tuesday’s call-out were coxswain Aonghus Ó hIarnáin, mechanic Mairtín Eoin Coyne and crew Áine Ní Fhlaithearta, Alan O'Flynn and Caelan Cullen Quinn.

Skerries RNLI rescued two men and two women on Monday evening (4 September) after their personal watercraft broke down off Portrane beach.

Shortly before 6pm, Dublin Coast Guard tasked the volunteers at Skerries RNLI following receipt of a radio transmission that indicated there may be people in difficulty off Portrane beach.

The radio transmissions had been weak and were over-spoken by other transmissions. However, the watch officers in Dublin Coast Guard accessed their recording system and were able to isolate certain words, including the type of craft and approximate location.

Skerries RNLI’s Atlantic 85 inshore lifeboat Louis Simson was launched and the crew plotted a course for the approximate position provided.

Arriving on scene, the crew contacted the coastguard and were informed that no further information had been received. They had just begun to search the area when one of the volunteers spotted the casualty a good distance further out to sea.

As they approached the casualty, they discovered that it was a personal watercraft and an inflatable towing ring, with two men and two women on board. All four were taken on board the lifeboat and assessed.

Despite being adrift for almost an hour, they were all well, albeit beginning to feel cold.

It was confirmed that the craft had suffered a mechanical failure having sucked a foreign object into the propulsion system.

The lifeboat helm decided to tow the vessel to the nearest safe harbour at the slipway by Rush Sailing Club to prevent it becoming a hazard to navigation.

All four casualties and the personal watercraft were brought safely ashore, and the lifeboat made its way back to Skerries where it was recovered to the boathouse and made ready for the next service.

Conditions at the time had a Force 1-2 northerly wind with calm seas and good visibility.

Speaking about the call-out, Skerries RNLI volunteer lifeboat press officer Gerry Canning said: “This was one of those call-outs that highlights that no matter how prepared you are, things can and do go wrong at sea.

“All four were wearing good lifejackets and despite drifting quite a long way out, did the right thing in remaining calm, staying with the vessel and raising the alarm on their VHF.

“There was some really great work here by our colleagues in Dublin Coast Guard in recognising that the initial VHF call was unusual and following it up to get vital information. It was also great work by the crew on the lifeboat in finding a very small target in quite a large sea area.”

A boat with one person on board fishing off Ballycotton Island got into difficulty on Saturday (26 August) when the vessel suffered engine failure and was in danger of running aground on the rocks.

At approximately 2.20pm the skipper of the seven-metre pleasure boat raised the alarm. He had dropped anchor and was trying to fix the engine issue himself. However, due to strong currents the boat was at risk of being pushing onto rocks on the island’s shore.

Ballycotton RNLI’s all-weather lifeboat launched promptly amid good visibility but choppy seas and a north-westerly Force 3-4 wind.

Once on scene, the lifeboat coxswain decided that the safest option was to tow the boat back to the nearest safe and suitable port.

With the towline secured, the crew of the lifeboat were able to return the boat safely to Ballycotton Pier by 3.10pm.

Commenting on the call-out, coxswain Eolan Walsh said: “Thanks to the speedy response of the volunteers, we were able to prevent the situation from deteriorating further. The person was wearing a lifejacket and had called for help as soon as they encountered difficulties.

“We would advise people to take the correct water safety advice for the activity they are taking part in and to always make sure they have a means of raising the alarm if things go wrong.”

Saturday’s call came four days after the Ballycotton lifeboat rescued five people from a rudderless yacht in challenging conditions off the East Cork coast.

The volunteer crew of Clifden RNLI were called out on Friday morning (25 August) at 7.30am to assist a stranded yacht off Connemara.

The vessel with two sailors on board had come into difficulty to the south-west of Inishark, which is west of Inisbofin.

Both of Clifden’s lifeboats launched: the inshore Atlantic 85 helmed by Daniel Whelan with Shane Conneely and Chris Nee as crew; and the all-weather Shannon class St Christopher with John Mullen as coxswain, James Mullen, Joe Acton, Neil Gallery and Alan Kearney as crew.

They were assisted from the shore by Tom Guy, John Heffernan and Sean Mercer.

Sea conditions at the time were moderate, with Force 5 winds and good visibility.

On arriving at the scene, the crews found the sailors to be well and in good spirits however the propeller and rudder on their yacht had become badly entangled with ropes.

The lifeboat volunteers set about establishing a tow line and brought the casualty vessel and the passengers back to safety at Cleggan Harbour.

Speaking after the rescue, Mullen said: “The sailors today did the right thing in calling for assistance when they ran into difficulty and I am delighted we were able help. Our volunteer crew did a great job of ensuring a speedy, safe and successful operation this morning.

“I’d like to thank the two sailors who kindly offered to buy breakfast for the crew after we reached the shore. The breakfast was most welcome after an early start saving lives at sea.”

It’s been a busy and productive year to date for volunteers at Lough Derg RNLI, with crew passing out on training assessments and new volunteers joining the team — as well as the hugely successful fundraising Lap the Lake charity cycle organised by the Lough Derg RNLI fundraising committee.

RNLI volunteers maintain their proficiency in their lifesaving work with competence-based training modules. Volunteers at Lough Derg RNLI train twice weekly on Thursday evenings and Sunday mornings.

Recently, Oisín Higgins was successful in his crew pass-out assessments with RNLI assessor/trainer Seán Ginnelly, while Dom Sharkey has returned as an RNLI helm at the lifeboat station and was one of the team afloat for Oisín’s assessment.

Seán also assessed and passed Paraic Slattery out on his preliminary shore modules so that he can now train afloat on the lifeboat.

Paraic is a captain with the Irish Coast Guard’s Shannon-based helicopter Rescue 115 and has delivered an informative presentation on his role as a rescue pilot to the station team, including a discussion on the combined operations between RNLI lifeboats and the coastguard. His talk reaffirmed the required skill, commitment and training by all involved within the rescue services.

Another new recruit is Triona Breen, who has been passed out on her preliminary modules that permit her now to train with her fellow volunteers on the water.

Christine O’Malley, lifeboat operations manager at Lough Derg RNLI said: “We are hugely grateful to Seán as assessor/trainer whose teaching skills and enthusiasm have a positive impact on all volunteers at the station. Thanks too to Joe O’Donoghue, crew at Lough Derg RNLI who provided classes, resources and his valuable time to help Paraic and Triona with their studies.

“We are pleased to see the camaraderie and teamwork as established crew and helms support their fellow volunteers with their training and assessments. It means our crew are ready for whatever scenarios they meet on the water.”

Volunteers at Lough Derg RNLI welcomed Lisa Hollingum, their new area lifesaving manger (ALM), on her visit to the station to meet the crew and Operations Team. As ALM, Lisa’s role is to lead and support a team of staff and volunteers, and actively manage the safe and effective delivery of the RNLI’s lifesaving services.

Earlier this year, volunteers from Lough Derg RNLI travelled to the Irish Coast Guard’s Marine Rescue Coordination Centre on a pre-arranged visit. Members of the station also took the opportunity to visit Valentia RNLI and to see around the all-weather lifeboat and station.

Crew and members of Lough Derg RNLI operations team met watch officers Brian Shiels, John Geoghegan and Liam Jenkinson, who showed the crew round the centre and explained their important role maintaining a listening watch on marine distress frequencies.

Watch officers also produce and broadcast Radio Navigational Warnings and notify mariners of navigational hazards. They task and coordinate search and rescue missions with declared search-and-rescue (SAR) assets such as RNLI lifeboats, Sikorsky helicopters and the coastguard’s volunteer land and water units. The rescue coordination centres process calls that come from members of the public through the 112/999 emergency call system.

“It was an important visit that forged even closer ties with our colleagues in the Irish Coast Guard,” Christine said. “Members of the station also took the opportunity to visit Valentia RNLI and were given a warm welcome.”

Ireland's Offshore Renewable Energy

Because of Ireland's location at the Atlantic edge of the EU, it has more offshore energy potential than most other countries in Europe. The conditions are suitable for the development of the full range of current offshore renewable energy technologies.

Offshore renewable energy draws on the natural energy provided by wind, wave and tide to convert it into electricity for industry and domestic consumption.

Offshore wind is the most advanced technology, using fixed wind turbines in coastal areas, while floating wind is a developing technology more suited to deeper water. In 2018, offshore wind provided a tiny fraction of global electricity supply, but it is set to expand strongly in the coming decades into a USD 1 trillion business, according to the International Energy Agency (IEA). It says that turbines are growing in size and in power capacity, which in turn is "delivering major performance and cost improvements for offshore wind farms".

The global offshore wind market grew nearly 30% per year between 2010 and 2018, according to the IEA, due to rapid technology improvements, It calculated that about 150 new offshore wind projects are in active development around the world. Europe in particular has fostered the technology's development, led by Britain, Germany and Denmark, but China added more capacity than any other country in 2018.

A report for the Irish Wind Energy Assocation (IWEA) by the Carbon Trust – a British government-backed limited company established to accelerate Britain's move to a low carbon economy - says there are currently 14 fixed-bottom wind energy projects, four floating wind projects and one project that has yet to choose a technology at some stage of development in Irish waters. Some of these projects are aiming to build before 2030 to contribute to the 5GW target set by the Irish government, and others are expected to build after 2030. These projects have to secure planning permission, obtain a grid connection and also be successful in a competitive auction in the Renewable Electricity Support Scheme (RESS).

The electricity generated by each turbine is collected by an offshore electricity substation located within the wind farm. Seabed cables connect the offshore substation to an onshore substation on the coast. These cables transport the electricity to land from where it will be used to power homes, farms and businesses around Ireland. The offshore developer works with EirGrid, which operates the national grid, to identify how best to do this and where exactly on the grid the project should connect.

The new Marine Planning and Development Management Bill will create a new streamlined system for planning permission for activity or infrastructure in Irish waters or on the seabed, including offshore wind farms. It is due to be published before the end of 2020 and enacted in 2021.

There are a number of companies aiming to develop offshore wind energy off the Irish coast and some of the larger ones would be ESB, SSE Renewables, Energia, Statkraft and RWE.

Is there scope for community involvement in offshore wind? The IWEA says that from the early stages of a project, the wind farm developer "should be engaging with the local community to inform them about the project, answer their questions and listen to their concerns". It says this provides the community with "the opportunity to work with the developer to help shape the final layout and design of the project". Listening to fishing industry concerns, and how fishermen may be affected by survey works, construction and eventual operation of a project is "of particular concern to developers", the IWEA says. It says there will also be a community benefit fund put in place for each project. It says the final details of this will be addressed in the design of the RESS (see below) for offshore wind but it has the potential to be "tens of millions of euro over the 15 years of the RESS contract". The Government is also considering the possibility that communities will be enabled to invest in offshore wind farms though there is "no clarity yet on how this would work", the IWEA says.

Based on current plans, it would amount to around 12 GW of offshore wind energy. However, the IWEA points out that is unlikely that all of the projects planned will be completed. The industry says there is even more significant potential for floating offshore wind off Ireland's west coast and the Programme for Government contains a commitment to develop a long-term plan for at least 30 GW of floating offshore wind in our deeper waters.

There are many different models of turbines. The larger a turbine, the more efficient it is in producing electricity at a good price. In choosing a turbine model the developer will be conscious of this ,but also has to be aware the impact of the turbine on the environment, marine life, biodiversity and visual impact. As a broad rule an offshore wind turbine will have a tip-height of between 165m and 215m tall. However, turbine technology is evolving at a rapid rate with larger more efficient turbines anticipated on the market in the coming years.

 

The Renewable Electricity Support Scheme is designed to support the development of renewable energy projects in Ireland. Under the scheme wind farms and solar farms compete against each other in an auction with the projects which offer power at the lowest price awarded contracts. These contracts provide them with a guaranteed price for their power for 15 years. If they obtain a better price for their electricity on the wholesale market they must return the difference to the consumer.

Yes. The first auction for offshore renewable energy projects is expected to take place in late 2021.

Cost is one difference, and technology is another. Floating wind farm technology is relatively new, but allows use of deeper water. Ireland's 50-metre contour line is the limit for traditional bottom-fixed wind farms, and it is also very close to population centres, which makes visibility of large turbines an issue - hence the attraction of floating structures Do offshore wind farms pose a navigational hazard to shipping? Inshore fishermen do have valid concerns. One of the first steps in identifying a site as a potential location for an offshore wind farm is to identify and assess the level of existing marine activity in the area and this particularly includes shipping. The National Marine Planning Framework aims to create, for the first time, a plan to balance the various kinds of offshore activity with the protection of the Irish marine environment. This is expected to be published before the end of 2020, and will set out clearly where is suitable for offshore renewable energy development and where it is not - due, for example, to shipping movements and safe navigation.

YEnvironmental organisations are concerned about the impact of turbines on bird populations, particularly migrating birds. A Danish scientific study published in 2019 found evidence that larger birds were tending to avoid turbine blades, but said it didn't have sufficient evidence for smaller birds – and cautioned that the cumulative effect of farms could still have an impact on bird movements. A full environmental impact assessment has to be carried out before a developer can apply for planning permission to develop an offshore wind farm. This would include desk-based studies as well as extensive surveys of the population and movements of birds and marine mammals, as well as fish and seabed habitats. If a potential environmental impact is identified the developer must, as part of the planning application, show how the project will be designed in such a way as to avoid the impact or to mitigate against it.

A typical 500 MW offshore wind farm would require an operations and maintenance base which would be on the nearby coast. Such a project would generally create between 80-100 fulltime jobs, according to the IWEA. There would also be a substantial increase to in-direct employment and associated socio-economic benefit to the surrounding area where the operation and maintenance hub is located.

The recent Carbon Trust report for the IWEA, entitled Harnessing our potential, identified significant skills shortages for offshore wind in Ireland across the areas of engineering financial services and logistics. The IWEA says that as Ireland is a relatively new entrant to the offshore wind market, there are "opportunities to develop and implement strategies to address the skills shortages for delivering offshore wind and for Ireland to be a net exporter of human capital and skills to the highly competitive global offshore wind supply chain". Offshore wind requires a diverse workforce with jobs in both transferable (for example from the oil and gas sector) and specialist disciplines across apprenticeships and higher education. IWEA have a training network called the Green Tech Skillnet that facilitates training and networking opportunities in the renewable energy sector.

It is expected that developing the 3.5 GW of offshore wind energy identified in the Government's Climate Action Plan would create around 2,500 jobs in construction and development and around 700 permanent operations and maintenance jobs. The Programme for Government published in 2020 has an enhanced target of 5 GW of offshore wind which would create even more employment. The industry says that in the initial stages, the development of offshore wind energy would create employment in conducting environmental surveys, community engagement and development applications for planning. As a site moves to construction, people with backgrounds in various types of engineering, marine construction and marine transport would be recruited. Once the site is up and running , a project requires a team of turbine technicians, engineers and administrators to ensure the wind farm is fully and properly maintained, as well as crew for the crew transfer vessels transporting workers from shore to the turbines.

The IEA says that today's offshore wind market "doesn't even come close to tapping the full potential – with high-quality resources available in most major markets". It estimates that offshore wind has the potential to generate more than 420 000 Terawatt hours per year (TWh/yr) worldwide – as in more than 18 times the current global electricity demand. One Terawatt is 114 megawatts, and to put it in context, Scotland it has a population a little over 5 million and requires 25 TWh/yr of electrical energy.

Not as advanced as wind, with anchoring a big challenge – given that the most effective wave energy has to be in the most energetic locations, such as the Irish west coast. Britain, Ireland and Portugal are regarded as most advanced in developing wave energy technology. The prize is significant, the industry says, as there are forecasts that varying between 4000TWh/yr to 29500TWh/yr. Europe consumes around 3000TWh/year.

The industry has two main umbrella organisations – the Irish Wind Energy Association, which represents both onshore and offshore wind, and the Marine Renewables Industry Association, which focuses on all types of renewable in the marine environment.
