EirGrid has launched a 12-week public consultation on proposed electricity grid infrastructure in Cork and Wexford to connect future offshore wind generation off Ireland’s south coast.

The consultation, which opened on Tuesday (15 September) and runs until 8 December, sets out emerging options for landfall locations, offshore cable corridors, offshore substations, grid connections and onshore transmission cable routes.

The proposals form part of EirGrid’s Powering Up Offshore – South Coast programme, which is intended to provide the transmission infrastructure required to bring electricity generated by offshore wind farms into the national grid.

900MW Offshore Connection Planned

The current consultation focuses on infrastructure to connect Tonn Nua, the first maritime area identified under the Government’s South Coast Designated Maritime Area Plan for Offshore Renewable Energy.

EirGrid says the infrastructure, once completed, will enable approximately 900 megawatts of offshore renewable energy to connect to the national grid, which it estimates would be sufficient to power almost one million homes.

The project has reached Step 4 of EirGrid’s six-step grid development process. The options now being presented have been developed through technical and environmental studies and previous stakeholder engagement.

Feedback received during the consultation will be considered alongside continuing technical and environmental assessments before the project moves to its next stage.

Cork Consultation Events in October and November

Three public open days are planned in east Cork, running from noon to 8pm.

The first will take place at Cloyne Cathedral on Tuesday, 6 October, followed by Aghada Community Centre on Wednesday, 7 October. A further Cork open day will be held at the Garryvoe Hotel on Wednesday, 4 November.

Mobile information stands will also visit Garryvoe Beach and Cloyne on Tuesday, 27 October.

Similar events are planned in Wexford, while the mobile information unit will also visit Bunmahon and Tramore in Waterford.

Two online consultation events will be held via Zoom, on 8 October and 26 November, from 7pm to 8pm.

‘Local Knowledge’ Sought

Sinéad Dooley, EirGrid’s Head of Public Engagement, said the consultation represented an important milestone for the south coast programme.

“The emerging best performing options we are presenting have been informed by extensive technical and environmental studies and engagement with stakeholders, and we now want to hear directly from communities and interested parties on these proposals.”

She said local knowledge and stakeholder feedback would play a role in informing decisions and encouraged interested parties to attend the information events and make submissions.

Submissions can be made online or by post up to 8 December, while EirGrid says its Community Liaison Officers will also be available to engage with residents, landowners and other stakeholders during the consultation.

Undersea Cables

Undersea cables are vital to Ireland's connectivity, facilitating high-speed internet, telecommunications, and energy transmission. These cables traverse the Irish Sea, connecting Ireland to the United Kingdom and continental Europe, and play a crucial role in global communications.

Submarine Communications Cables:
Ireland is strategically positioned along major transatlantic communication routes. Approximately 75% of transatlantic cables pass near Irish waters, underscoring the nation's significance in global data transmission.
These cables are typically as wide as a garden hose, with the filaments that carry light signals being extremely thin—roughly the diameter of a human hair. They are sheathed in layers of insulation and protection, with cables laid nearer to shore using extra layers of armoring for enhanced protection.

Energy Interconnectors:
In addition to communication cables, undersea interconnectors are being developed to enhance energy security and support the transition to renewable energy sources. The UK has approved the construction of five new subsea interconnector cables to boost the grid's flexibility amidst rising renewable energy. These projects will link the UK with wind farms in Belgium and the Netherlands, and connect England with Germany, Wales with Ireland, and Scotland with Northern Ireland. The cables, with a combined 6GW capacity, are expected to be operational by 2032, increasing the UK's total interconnector capacity to 18GW.

Security Concerns:
The strategic importance of these undersea cables has raised security concerns. Incidents in the Baltics have heightened awareness about the potential risks to subsea infrastructure. Ireland's historical neutrality and limited defense resources have led to calls for enhanced maritime security and defense investments, including modern surveillance technology and international cooperation. The government's response includes participation in EU security projects and collaboration with neighboring countries on maritime security.

In November 2024, a Russian spy ship, the Yantar, was escorted out of the Irish Sea by the Irish navy after it was found patrolling an area with critical submarine pipelines and cables. The vessel's presence heightened concerns due to its proximity to interconnector cables vital for internet services linking Ireland to the UK, operated by major tech companies such as Google and Microsoft.

Regulatory and Policy Framework:
The protection and maintenance of undersea cables fall under the jurisdiction of national governments, with private companies often responsible for their security. In Ireland, the Department of Communications, Climate Action and Environment oversees the regulation of telecommunications infrastructure, including undersea cables. The Irish Naval Service plays a role in monitoring and protecting maritime infrastructure, including undersea cables. Internationally, the United Nations Convention on the Law of the Sea (UNCLOS) provides a framework for the laying and maintenance of submarine cables, recognizing the "freedom of the seas" and the rights of coastal states.
