The Marine Casualty Investigation Board (MCIB) has been replaced under new legislation enacted today (April 15th).
The Merchant Shipping (Investigation of Marine Accidents) Act 2025 will establish a Marine Accident Investigation Unit within the Department of Transport, replacing the Marine Casualty Investigation Board (MCIB).
“Enhancing Ireland’s maritime safety regime is our focus,” said Seán Canney, Minister of State. He noted that the new unit will investigate marine accidents to prevent future occurrences. “I would like to thank the MCIB for their ongoing work,” he added.
Since the Merchant Shipping (Investigation of Marine Casualties) Act 2000, the MCIB has been the independent body investigating marine casualties.
An independent review in 2021 recommended transitioning from a part-time to a full-time investigation model. This change aligns with best international practices in aviation and railway accident investigations, according to the Department of Transport.
