Sea Fisheries Protection Authority to Appear Before Oireachtas Fisheries and Maritime Affairs Committee

The Sea Fisheries Protection Authority (SFPA) is to appear before the Joint Committee on Fisheries and Maritime Affairs on Tuesday (November 18)

The meeting takes place at 11 am in Committee Room 2 of Leinster House.

Commenting ahead of the meeting, committee chairperson Conor McGuinness said: “The SFPA is the independent statutory body responsible for the regulation of the sea-fisheries and the seafood production sectors.”

“It promotes compliance with the EU Common Fisheries Policy, sea-fisheries law and food safety law relating to fish and fish products, verifies compliance and, where necessary, enforces it.”

“The committee welcomes this engagement with the representatives of the SFPA led by its Executive chairperson, Mr Paschal Hayes,” he said.

“ Members look forward to a wide-ranging discussion on matters that fall within the Authority’s remit, including enforcement and sanctions, divergence in fisheries protection approaches across the EU, changes due under new EU rules from January 2026, staffing matters at the SPFA, and policing of harmful practices by non-Irish commercial fishing vessels operating in Irish waters,” he said.

“This meeting with the SFPA follows recent engagements with Irish fishing representatives to discuss their experiences of sea fisheries protection. This will form part of a wider Committee report into the topic for which the Committee has appointed Deputy Pádraig McLoughlin as Rapporteur.”

The Joint Committee on Fisheries and Maritime Affairs has 14 Members, nine from the Dáil and five from the Seanad.

About the Sea Fisheries Protection Authority (SFPA)

The Sea-Fisheries Protection Authority was established on the 1st of January 2007. The SFPA is independent in the exercise of its functions, which are below.

The principal functions of the Authority are:

  1. To secure efficient and effective enforcement of sea-fisheries law and food safety law
  2. To promote compliance with & deter contraventions of sea-fisheries law and food safety law
  3. To detect contraventions of sea-fisheries law and food safety law
  4. To provide information to the sea-fisheries and seafood sectors on sea-fisheries law and food safety law and relevant matters within the remit of the Authority, through the Consultative Committee established under section 48 of the above Act or by any other means it considers appropriate
  5. To advise the Minister in relation to policy on effective implementation of sea-fisheries law and food safety law
  6. To provide assistance and information to the Minister in relation to the remit of the Authority
  7. To collect and report data in relation to sea fisheries and food safety as required by the Minister and under Community law
  8. To represent or assist in the representation of the State at national, Community and international fora as requested by the Minister, and
  9. To engage in any other activities relating to the functions of the Authority as may be approved of by the Minister.
